HomeMy WebLinkAbout10-229JULY 27, 2010 10 -229 RESOLUTION (CARRIED 7 -0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE APPLICATION FOR AQUATIC INVASIVE SPECIES CONTROL GRANTS INITIATED BY: DEPARTMENT OF PARKS WHEREAS, Miller's Bay /Lake Winnebago is an important resource used by the public for recreation and enjoyment of natural beauty; and WHEREAS, public use and enjoyment of Miller's Bay /Lake Winnebago is best served by protection of Miller's Bay from infestation of aquatic invasive species; and WHEREAS, the City of Oshkosh is qualified to carry out the responsibilities of an aquatic invasive species control project. NOW, THEREFORE, BE IT RESOLVED that the City of Oshkosh requests grant funding and assistance available from the Wisconsin Department of Natural Resources under the "Aquatic Invasive Species Control Grant Program" and hereby authorizes the Parks Director to act on behalf of the City of Oshkosh to: 1) Submit an application to the State of Wisconsin for financial aid for aquatic invasive species control purposes; 2) Sign documents; 3) Take necessary action to undertake, direct, and complete an approved aquatic invasive species control grant; and 4) Submit reimbursement claims along with necessary supporting documentation within six months of project completion date. BE IT FURTHER RESOLVED that the City of Oshkosh will meet the obligations of the aquatic invasive species control project including timely publication of the results and meet the financial obligations of an aquatic invasive species grant, including the prompt payment of the City's 25% commitment to aquatic invasive control project costs. Box 1130 Oshkosh, Wisconsin 54903 -1130 City of Oshkosh MEMORANDUM 0- fHKQIH DATE: July 22, 2010 TO: Mr. Mark Rohloff, City Manager FROM: Bill Sturm, City Forester RE: COUNCIL RESOLUTION TO APPLY FOR WDNR AQUATIC SPECIES INVASIVE SPECIES CONTROL GRANT The City of Oshkosh Parks Department plans to apply for a Wisconsin Department of Natural Resources grant to implement the Miller's Bay, Lake Winnebago, Aquatic Plant Management plan to control invasive species in the water body in compliance with WDNR approved recommendations, and consistent with the 2010 Onterra report. As part of the DNR grant application process, a Common Council Resolution is necessary for inclusion in the application package. All control activities will be contingent on plan approval and permitting by WDNR prior to any action. cot
