PURPOSE: APPROVE 2010 PROGRAM FOR NEW SIDEWALK ON
NORTH MAIN STREET, VENTURE DRIVE AND WEST
9TH AVENUE
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
BE IT RESOLVED by the Common Council of the City of Oshkosh as follows:
That sidewalks be constructed according to the established grade pursuant to
Section 66.0907 of the Wisconsin Statutes, and the ordinances of the City of Oshkosh
on the following locations:
North Main Street (Fernau Avenue to Snell Road, East Side)
Venture Drive (North Side)
West 9th Avenue (Oakwood Road to Quail Run Drive, North Side)

RE: 2010 Program for Construction of New Sidewalk on Various Streets
BACKGROUND
Per State Statutes, the Common Council is required to pass a resolution which
approves the locations desired for the installation of new pubic sidewalk. The past
emphasis for those installations are curb /gutter streets which are designated as arterials
or collectors because of higher vehicular traffic volumes.
ANALYSIS
The 2010 program continues on North Main Street (Fernau Avenue to Snell Road) per
the direction of the Common Council. Other locations include a section of W 9 th Avenue
(North side from Oakwood Road to Quail Run Drive) and Venture Drive (North side from
W. South Park Avenue to west end). I have attached a copy of a letter sent to abutting
property owners for reference. Residents have been notified that Common Council
action will occur on July 27, 2010.
FISCAL IMPACT
These locations were approved as part of the 2010 Capital Improvement Program.
Property owners are charged for 100% of the construction expense abutting their land
and the City pays for handicap ramp installations at intersections.
RECOMMENDATIONS
I recommend approval of the resolution.

On 4ujy-- 1-3—,2414�, the City of Oshkosh Common Council will consider installation of
sidewalks along the frontage of your property. This informational letter is being sent to all
affected properties prior to the Common Council adopting a resolution ordering the
completion of this construction. If this resolution is approved, another notice will be sent
which gives you 20 days to install the sidewalk with a licensed contractor of your choice.
Most property owners ignore this notice and they let the city's contractor install the sidewalk.
There is no penalty if you choose to let the city build the sidewalk and you only pay for the
sidewalk constructed along the frontage of your property. The July 13 meeting will be held
at 6:00 p.m. in the Council Chambers on the 4 floor of City Hall. You may appear and voice
your opinion on the proposed installation of sidewalk at the Common Council meeting. If
you have questions about the proposed sidewalk construction, please call Assi$tant Director of
Public Works, Steve . Gohde, or Civil Engineer Supervisor, Pete Gulbronson, at the
Engineering Division Office at (920) 236 -5065.
