for Property at 855 Frederick Street In January of this year, this former rental property was foreclosed on by the Bank and offered for sale. Winnebago County Housing Authority would
like to purchase the property utilizing Neighborhood Stabilization Program (NSP) funds. The property is not within an approved redevelopment district and the use of NSP funds requires
the property be within an existing redevelopment district or blighted property. As such, the Housing Authority has requested that the RDA spot blight the property to avail themselves
of the NSP funds. Due to the dilapidated condition of the interior, rehabilitation of the structure is not viable. The Housing Authority is proposing to demolish the existing structures
and sell the property to Habitat of Oshkosh. Habitat will construct a new single family affordable home on the site. Habitat has indicated they will salvage as much of the siding, windows
and doors as possible for further use. States Statutes provides that the RDA “may assist private acquisition, improvement and development of blighted property for the purpose of eliminating
its status as blighted property ….”. In determining whether a property is blighted falls under Section 66.1333(2m)3(bm) of the Wisconsin Statutes that lists several factors that can
be taken into account. These factors include:

health, safety, morals or welfare • conditions which endanger life or property by fire or other causes • conditions that substantially impairs or arrests the sound growth of the community
Applying a spot blight designation to the property in question is consistent with one of the identified 13 priority items in the adopted Comprehensive Plan --implementation of ‘Neighborhood
Improvement Strategies’ --by eliminating a blighting condition in the immediate neighborhood and supporting ongoing redevelopment efforts in the community. Which overall contributes
to improving adjacent properties.
