MINUTES
May 12, 2010
PRESENT: Chairperson Todd Clark, Dennis Arnold, Joe Blechl, Shirley Mattox, Arlene
Schmuhl, Steve Cummings, Joe Blechl
EXCUSED: none
STAFF: Darryn Burich, Planning Director, Allen Davis, Community Development Director
OTHERS PRESENT: Gary and Cindy Theabo, 1639 Knapp St.
CALL TO ORDER
Chairperson Clark called the meeting to order at 3:00 pm and a quorum was declared present.
APPROVAL OF MINUTES
Dennis Arnold stated that Tina Haffeman should be shown as absent in the March minutes and
that Blue Moon should be replaced with Crescent Moon in the April minutes. Motion by Arlene
Schmuhl and second by Dennis Arnold to approve the March and April minutes. Motion carried.
INTRODUCTION OF STEVE CUMMINGS, COUNCIL REPRESENTATIVE
Mr. Cummings provided a brief overview of his and his family's time living in Oshkosh and his
interest in historic preservation.
INTRODUCTION OF ALLEN DAVIS, DIRECTOR OF COMMUNITY
DEVELOPMENT
Mr. Davis provided a brief overview of his career background and interest in historic
preservation.
Commission members introduced themselves as did Gary and Cindy Theabo of 1639 Knapp
Street. The Theabo's have an interest in historic preservation as their two family structure was
constructed in 1842. There was some discussion about potentially landmarking the structure and
Mr. Theabo thought it wasn't possible because it was an income producing property. Mr. Burich
stated that he would look into that issue.

HISTORIC PRESERVATION MONTH — PROCLAMATION REVIEW
Dennis Arnold accepted the proclamation from the Mayor at the May 11 Council meeting.
ACANTHUS AWARD NOMINEES
The Commission discussed potential nominees and there was a consensus that this year the
general theme for the Acanthus awards would be education related activity. There was a
consensus that the Northwestern be recognized for their series on historic churches and the
Oshkosh Public Museum for its Snapshots of History exhibit. Motion by Dennis Arnold and
second by Shirley Mattox to select the Northwestern and the Oshkosh Public Museum as the
Acanthus Award winners for 2009. Motion carried.
REVIEW OF WAHPC CONFERENCE
Ms. Mattox provided a brief overview of the WAHPC Conference that she attended in Oregon,
WI.
REPORT OF RIVERSIDE SUBCOMMITTEE
Mr. Clark reported that the Committee was working with Bill Sturm from the Parks Department
on verbiage for an informational sign to be located in the cemetery. There is also some
discussion on painting the inside of the chapel so it can be used.
MEETING DATES FOR THE COMMISSION AND SUBCOMMITTEES
There was a consensus by the Commission to move the time of the meeting to 3:00 pm.
AGENDA ITEMS FOR NEXT MEETING
Possible ideas for the next meeting include, an update on the US 41 project and historic
renderings possibly being included on a retaining wall; historic and existing building codes.
ADJOURNMENT
Dennis Arnold moved and seconded by Steve Cummings to adjourn the meeting. Meeting
adjourned at 4:50 pm. Motion carried.
