APPROVAL OF OCTOBER 16, 2001 MINUTES
I: CONSENT AGENDA
A: Extraterritorial Final Plat – Jones Plat
Reinhard Roehlig, petitioner for Ronald Jones, owner, requests Plan Commission review and
approval of an extraterritorial final plat for property generally located west of Leonard Point Road
and north of Duchess Lane in the Town of Algoma. The Plan Commission approved this

preliminary plat at its June 5 2001 meeting.
B: Extraterritorial Preliminary Plat – Ormand Beach Heights
Reinhard Roehlig, petitioner for Ronald Jones, owner, requests Plan Commission review and
approval of an extraterritorial preliminary plat for property generally located north of Leonard
Point Road and east of Swallow Banks Court, in the Town of Omro.
II: LAND DIVISION/APPROVAL OF CERTIFIED SURVEY MAP/STREET
DEDICATION/ STREET VACATION-JACKTAR ROAD
Kurt Koeppler, petitioner and owner, requests Plan Commission review and approval of a Land
Division/ Certified Survey Map/Street Dedication/Street Vacation for property at the south end of
Jacktar Road. The subject property is zoned C-1PD, Neighborhood Business District with a
Planned Development Overlay. The general area surrounding the subject property is
characterized primarily by residential uses, the County Park, and vacant land to the south.
III. FLOOD PLAIN ZONING MAP AMENDMENT: 902 TAFT AVENUE
Harbor Way Condominiums LLC, petitioner, requests Plan Commission review and approval of
an amendment to the City’s Floodplain Zoning Map. The amendment would provide for the
removal of an approximate 33,281 square foot area from the Floodplain Zoning Map. Areas that
are mapped as floodplain can be removed from the map if fill raises the elevation of the land to a
height at least two feet above the regional flood elevation and that the filled area is contiguous to
land lying outside the floodplain.
IV: LAND DIVISION/CERTIFIED SURVEY MAP AND REZONING OF 2009
JACKSON STREET
Thomas A. McDermott Sr., petitioner and owner, requests Plan Commission review and approval
of a Land Division/Certified Survey Map and Rezoning of the property at 2009 Jackson Street.
The petitioner is requesting to rezone the northern lot that will be created from the Certified
Survey Map from M-2 Central Industrial District and R-4 Multiple Dwelling District to C-2
General Commercial District. The area surrounding the subject property is generally
characterized by residential uses to the west and commercial uses to the north, south, and east
along Jackson Street.
V: CONDITIONAL USE PERMIT/ DEVELOPMENT PLAN REVIEW; 2634

James Larson Architect, petitioner for Dr. William Schuster, owner requests Plan
Commission review and approval of a Conditional Use Permit (CUP)/Development Plan

Review for property located at 2634 W. 9 Avenue. The subject property is zoned C-
1PD Neighborhood Business District, with a Planned Development Overlay.
VI: CONDITIONAL USE PERMIT/DEVELOPMENT PLAN
REVIEW/WESTOWNE AVE.
Kent Kowalik, applicant, for Westowne Offices LLC, owner, requests Plan Commission
review and approval of a Conditional Use Permit/Development Plan for property located
south of and adjacent to the Festival Foods Grocery Store at 2415 Westowne Avenue.
The land use pattern in the area is commercial in character, and the subject site is zoned
C-2PD General Commercial with a Planned Development Overlay. Directly to the east
of the subject site is a vacant piece of property that is zoned R-3 PD Multiple Dwelling
District, with a Planned Development overlay.
VII: RYF ROAD II ANNEXATION
Oshkosh Area School District, petitioner/owner, requests Plan Commission review and
approval of the Ryf Road II Annexation for property generally located on the north side
of Ryf Road, north of the Community Church at 2351 Ryf Road in the Town of
Oshkosh. Temporary and permanent zoning of R-1 Single Family District has been
requested.
VIII: CONDITIONAL USE PERMIT FOR A NEW ELEMENTARY AND
FUTURE MIDDLE SCHOOL: RYF ROAD
Oshkosh Area School District, petitioner/owner, requests Plan Commission review and
approval of Conditional Use Permit for a new elementary and future middle school for
property generally located on the north side of Ryf Road, north of the Community
Church at 2351 Ryf Road in the Town of Oshkosh.
IX:CONDITIONAL USE PERMIT FOR A SIX AND A HALF STORY MIXED
COMMERCIALAND RESIDENTIAL STRUCTURE ON THE 100 BLOCK
N. MAIN ST
Robert Niebauer, Professional Realty and Development Corporation, petitioner for 100
Block LLC, prospective owner, requests Plan Commission review and approval of a
Conditional Use Permit (CUP) for the construction of a 6 ½ story mixed
commercial/residential structure on the 100 block of N. Main Street. The subject
property is zoned C-3DO Central Commercial District with a Downtown Overlay which
does allow mixed use commercial/residential structures by CUP.
X: PUBLIC HEARING: 2002-2006 CAPITAL IMPROVEMENT PROGRAM
AND 2002 COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
ACTION PLAN
Staff requests Plan Commission review and acceptance of the 2002 – 2006 Capital
Improvement Program and 2002 Community Development Block Grant Program Action
Plan.
