APPROVAL OF NOVEMBER 6, 2001 MINUTES
I: CONSENT AGENDA
A: Extraterritorial Final Plat – Hunter’s Court Subdivision
Reinhard Roehlig, petitioner for Gerald Mathusek, owner, requests Plan Commission
review and approval of an extraterritorial final plat for property generally located south of
Leonard Point Road and west of Sunkist Road in the Town of Algoma.
B: Land Division: 5721 State Road 110
Reinhard Roehlig, petitioner for Andrew Dumke, owner, requests Plan Commission
review and approval of a two lot land division for property in the Town of Winneconne,
located at 5721 State Road 110. The proposed CSM is approximately 12,800 feet from
the City of Oshkosh municipal boundaries.
C: Land Division: Greystone Court
Reinhard Roehlig, petitioner for Carla Karau, owner, requests Plan Commission review
and approval of a four lot land division for property located in the Town of Black Wolf,
on Greystone Court, south of Nekimi Avenue, east of Country Club Road, and west of
the Soo Line Railroad. The proposed CSM is approximately 14,300 feet from the City of
Oshkosh municipal boundaries.
D: Land Division: Security Drive
Jack Mark/Security Land Corporation, petitioner and owner request Plan Commission
review and approval of a three-lot land division for property located in the City of
Oshkosh, on the corner of Security Drive and Sunnybrook Drive.
E: Land Division: Sand Pit Road
Frueh Consulting Services LLC, petitioner, for Donald and Douglas Kienast, owner, request Plan
Commission review and approval of a four lot land division for property located in the Town of
Omro, east of Sand Pit Road and north of Leonard Point Road. The proposed CSM is
approximately 14,750 feet from the City of Oshkosh municipal boundaries.

F: Conveyance of Rights/Relinquish Easement, State Highway 110
The Department of Public Works requests Plan Commission review and approval of the
conveyance of rights and relinquish easement for an easement on the northeast side of State
Highway 110, from the Butte des Morts slough north 1,142.42’.
II. NORTH MAIN STREET REDEVELOPMENT PROJECT AREA NO. 1 -
MODIFICATION # 3; AND ACQUISITION OF PROPERTIES IN THE
EXISTING AND PROPOSED NORTH MAIN STREET
REDEVELOPMENT PROJECT AREA.
Please note: This staff report will be divided into two sections. The first section will
address the proposed expansion of the North Main Street Redevelopment Project
Area and purchase of the property in the expanded Project Area, while the second
section will address the proposed acquisition of three properties within the existing
North Main Street Redevelopment Project Area.
SECTION 1 – EXPANSION OF REDEVELOPMENT PROJECT AREA AND
ACQUISITION OF THE EXPANSION PROPERTY
This item is recommended by the Department of Community Development and involves
the expansion of the boundaries of the North Main Street Redevelopment Project Area
No. 1 to include the property at 460 N. Main Street (located on the southeast corner of
North Main Street and Merritt Avenue). This property is currently owned by the Thoma
Estate. The Department is recommending the acquisition of this property through the
transfer of existing funds in the Community Development Block Grant Program.
SECTION 2 ACQUISITION OF PROPERTIES IN EXISTING
REDEVELOPMENT PROJECT AREA
The Department of Community Development is recommending the acquisition of three
properties through the transfer of existing funds in the Community Development Block
Grant Program. The subject properties are within the existing boundaries of the North
Main Street Redevelopment Project Area located at 560 N. Main Street, 12 Church
Avenue, and The Canadian Pacific Railroad Parcel.
III: PROPOSED TRADITIONAL NEIGHBORHOOD DEVELOPMENT
ORDINANCE TO CHAPTER 30/ZONING ORDINANCE
The Plan Commission is asked to review and recommend approval of a new section to
the City’s Zoning Ordinance which would provide for creation of a Traditional
Neighborhood Development (TND) District, as required by the State’s new Smart
Growth Law. The Smart Growth Law requires that cities and villages with a population
of at least 12,500 adopt TND provisions by December 31, 2001. The Law does not
require, however, that a city or village actually map any TND Districts.
