Kinney Director PLAN COMMISSION AGENDA APRIL 2, 2002 4:00 PM To Whom It May Concern: Tuesday, PLEASE NOTE the City of Oshkosh Plan Commission will meet on April 2, 2002 at 4:00 pm in Room 404 at the Oshkosh City Hall to consider the following agenda. ROLL CALL APPROVAL OF MARCH 19, 2002 MINUTES I:CONSENT AGENDA A: Extraterritorial Two Lot Land Division/Certified Survey Map – 5281 Sherman Road Roehlig Land Surveying and Consulting, petitioner, for Mark Spatt, owner, request Plan Commission review and approval of a two lot land division/certified survey map (CSM) for property generally located at 5281 Sherman Road in the Town of Oshkosh. The 4.6 acre subject property is under Winnebago County Zoning and is currently zoned R-1 Rural Residential District. There is a one story frame dwelling on the property. B: Extraterritorial Three Lot Land Division/Certified Survey Map 1700 Block of Parkwood Drive Paul Groskreutz Sr., petitioner and owner requests Plan Commission review and approval of an extraterritorial three lot land division/certified survey map (CSM) for two existing properties on Parkwood Drive in the Town of Nekimi. The subject properties are currently zoned A-2 General Farming District. II: TEMPORARY CONDITIONAL USE PERMIT TO OPERATE A NURSERY AT 3870 JACKSON STREET Larson Nursery Incorporated, petitioner for Community Church of Oshkosh, owner, requests the Plan Commission to review and approve a temporary Conditional Use Permit (CUP) for a nursery operation at 3870 Jackson Street. The 5 acre subject property is zoned R-1 Single Family Residence District which does allow nursery operations by CUP. III.REZONE 1904 - 1934 ALGOMA BLVD, 1917 HAMILTON STREET, 2004 COLUMBIA AVENUE AND CONDITIONAL USE PERMIT/DEVELOPMENT PLAN REVIEW Thomas Karrels, petitioner/owner requests the Plan Commission to review and approve a rezoning of 1904 - 1934 Algoma Boulevard, 1917 Hamilton Street, and 2004 Columbia Avenue from C-1 Neighborhood Business District to C-1PD Neighborhood Business District with a Planned Development Overlay and that a Conditional Use Permit (CUP)/Development Plan Review be approved for the subject area. The subject properties include an office/retail structure, a vacant former tavern, a vacant single family dwelling with detached garage, an occupied one story single family dwelling, and a small office. IV. CONDITIONAL USE PERMIT TO OPERATE A CONCRETE BATCH PLANT AT VULCAN QUARRY LOCATED AT 1301 S. KNAPP ST. This item was laid over at the March 19, 2002 Plan Commission meeting due to a notification error involving property owners along the western edge of the multi-parceled Vulcan Materials property. MCC Inc., petitioner for Vulcan Materials, owner, requests the Plan Commission to review and approve a Conditional Use Permit (CUP) to operate a concrete batch plant at Vulcan Quarry located at 1301 S. Knapp Street. The 122 acre subject property is zoned M-3 General Manufacturing District which does allow concrete manufacture by CUP.
