Kinney Director PLAN COMMISSION AGENDA MAY 21, 2002 4:00 PM To Whom It May Concern: Tuesday, PLEASE NOTE the City of Oshkosh Plan Commission will meet on May 21, 2002 at 4:00 pm in Room 404 at the Oshkosh City Hall to consider the following agenda. ROLL CALL APPROVAL OF MAY 7, 2002 MINUTES I: CONSENT AGENDA A: EXTRATERRITORIAL LAND DIVISION/CERTIFIED SURVEY MAP ON COUNTY ROAD N. Reinhard Roehlig, petitioner for Sally Clark, owner, request the Plan Commission to review and approve a three lot land division/certified survey map for property along County Road N in the Town of Nekimi. The 11.2 acre subject property is currently zoned agricultural for farmland preservation and contains two single family dwellings. B: LAND DIVISION/CERTIFIED SURVEY MAP: 896 KEENEVILLE LANE Reinhard Roehlig, Roehlig Land Surveying, petitioner for Richard and Patricia Braasch, owners, request the Plan Commission to review and approve a land division/certified survey map (CSM) for properties generally located along Keenville Lane. The two subject properties involved in this request comprise approximately 2.74 acres and are zoned R-1 Single Family Residence District and C-1 Neighborhood Business District. The two lots currently contain a single family house located at 896 Keenville Lane and a 36’ x 80’ pole building, located in the C-1 portion of proposed Lot 1. C: CONVEYANCE OF RIGHTS/RELINQUISH EASEMENT, SOUTHWEST SIDE OF STATE HIGHWAY 110 The Department of Public Works requests Plan Commission review and approval of the conveyance of rights and relinquish easement for an easement on the southwest side of State Highway 110. II: FLOOD PLAIN ZONING MAP AMENDMENT: LOTS 34, 35, 38, AND 39, NORTH SHORE PRESERVE PLAT Larry Miller, Omnni Assoc., petitioner, for Northshore Real Estate Development LLC, owner, request Plan Commission review and approval of an amendment to the City’s Floodplain Zoning Map. The amendment would provide for the removal of an approximate 28,000 square foot area from the Floodplain Zoning Map. Areas that are mapped as floodplain can be removed from the regulatory map if fill raises the elevation of the land to a height at least two feet above the regional flood elevation and the filled area is contiguous to lands lying outside the floodplain. Plan Commission Agenda May 21, 2002 Page 2 III. CONDITIONAL USE PERMIT FOR THE EXPANSION OF AN AUTOMOBILE SERVICE AND REPAIR FACILITY AT 2090 S. KOELLER ST. Thomas Design, petitioner for James McDewitt owner, request Plan Commission review and approval of a conditional use permit (CUP) to expand an automobile service and repair facility at 2090 S. Koeller Street. The subject property is zoned C-2 General Commercial District with a 41 Corridor Overlay District. The area around the subject property is characterized by commercial uses to the north, south, and west and residential uses in the Town of Algoma to the east. IV: MODIFICATIONS TO CONDITIONAL USE PERMIT/PLANNED DEVELOPMENT REVIEW AT MERCY MEDICAL CENTER, 500 S. OAKWOOD ROAD Rockford Associates Inc., petitioner for Mercy Medical Center of Oshkosh Inc., owner, request Plan Commission review and approval of modifications to a conditional use permit(CUP)/development plan that was previously reviewed and approved by the Plan Commission in August, 1997. The modifications involve relocation of the southernmost driveway on Oakwood Road and the replacement of existing ground signs and addition of a new ground sign and wall signs. The subject property is zoned C-1PD, Neighborhood Business District with a Planned Development Overlay. V: FINAL PLAT – FIRST ADDITION TO PATRIARCHS SUBDIVISION: – Roehlig Land Surveying petitioner, Garry Decker, owner Roehlig Land Surveying, petitioner, Garry Decker, owner, requests Plan Commission review and approval of a Final Plat known as the First Addition to Patriarchs Subdivision for property generally located south of Myrna Jane Drive, west of US 45, and north of Jacob Avenue. The property is split zoned between R-1 Single Family District and R-3PD Multiple Family District with a Planned Development overlay. VI: ACCEPT PUBLIC PARTICIPATION PLAN--COMPREHENSIVE PLAN UPDATE Under the State’s Smart Growth Legislation, the City is required to adopt a Public Participation Plan to serve as a guideline on how citizens and organizations will be involved in the update of the Comprehensive Plan.
