CITY OF OSHKOSH REDEVELOPMENT AUTHORITY MINUTES September 17, 2003 4:00 PM PRESENT: Thomas Belter, John Bermingham Jr., Steve Hintz, Sheldon Lasky, Karen Matze, Robert Pung STAFF: Jackson
Kinney, Director of Community Development; Darryn Burich, Principal Planners The meeting was called to order at 4:00 pm by Vice-Chairman Robert Pung. Approval of Consent Agenda Motion
by Bermingham, seconded by Lasky, to approve the Consent Agenda. Carried unanimously by voice vote. Resolution 03-10 Certification of South Shore Redevelopment Project Plan Mr. Burich
provided a brief explanation of the affect certification has on the redevelopment plan and area. Certification is the final step in the adoption of a redevelopment plan that allows the
RDA to begin to implement plan activities. It also can prevent new construction from occurring without city approval that may be contrary to the plan or make it more difficult to assemble
properties. Discussion ensued regarding certification and who would review construction projects in the redevelopment area. Mr. Kinney stated that by Statute, the Common Council has
the sole authority to authorize new construction in the district and it would be the Council’s prerogative to refer the matter to the RDA for review and comment. Motion by Bermingham,
seconded by Hintz, to approve the certification of the South Shore Redevelopment Project Area. Carried unanimously by voice vote. Status of Marion road Phase II Guidelines/RFP Process
Mr. Kinney stated the Community Development Department is currently working on development guidelines that will be used for the Marion Road RFP and would like to have the RDA review
the draft guidelines some time in early to mid-October. The Department is anticipating being able to issue the RFP’s sometime in mid to late-October with an anticipated deadline for
responses in late December or early January.
RDA Minutes Page 2 September 17, 2003 Mr. Kinney stated that Department was also considering bringing in LDR International to work on some revised concept plans for the South Shore area.
