CITY OF OSHKOSH REDEVELOPMENT AUTHORITY MINUTES Special Meeting December 17, 2003 4:30 PM PRESENT: Thomas Belter, John Bermingham Jr., Steve Hintz, Sheldon Lasky, Karen Matze, Robert
Pung, John Ruppenthal STAFF: Jackson Kinney, Director of Community Development; Susan Kepplinger, Principal Planner; Darlene Brandt, Recording Secretary The meeting was called to order
at 4:30 pm by Chairman Ruppenthal. Approval of Consent Agenda Motion by Belter, seconded by Lasky, to approve the Consent Agenda. Motion carried by voice vote. Resolution 03-12 Determination
of Necessity; Establish Fair Market Value; Authorize Purchase /15 W. 7th Avenue Mr. Kinney noted that this section of 7th Avenue does not appear to be appropriate for rehabilitation
due to the general condition of buildings. It would seem logical to acquire the property now as long as it is vacant to reduce the overall costs associated with acquisition and/or relocation.
Community development block grant (CDBG) funds are available for this purpose. Mr. Ruppenthal inquired if it has been determined if there is a common wall? Ms. Kepplinger replied not
at this time. If demolition of this property would affect the adjacent property, then demolition would occur at a later time. Mr. Belter inquired as to the intended use for this immediate
area. He stated he is not opposed to the proposal but if properties are purchased piece meal, we won’t be able to assemble parcels. How do we reach that point? Mr. Kinney noted residential
development. Mr. Kinney also noted this is a feasible way to proceed using CDBG funds. Unfortunately, the RDA cannot put off acquiring some parcels on a piece meal basis. Ms. Kepplinger
noted right now the RDA and City are responding to people who are approaching the City regarding purchasing their properties. Mr. Lasky inquired if there is a budget for the overall
acquisition of properties? Mr. Kinney replied not at this time. Ms. Matze inquired as to funding for demolition? Ms. Kepplinger replied either CDBG or other grant funds that may be available.
Ms. Matze inquired about renting the property out?
RDA Minutes Page 2 December 17, 2003 Ms. Kepplinger noted that since Federal CDBG dollars are being used to acquire the property, several Federal guidelines would need to be followed,
as well as rent income to be accounted for. Then there also are higher costs for insurance, management, maintenance, upkeep, etc., which could cost the RDA/City more in the long run.
Mr. Lasky inquired if an environmental assessment had been completed. Ms. Kepplinger noted a Phase I had been done; a Phase II will be needed at some point, but not prior to acquisition.
Mr. Belter inquired if the property has any historic significance? Ms. Kepplinger replied no. Motion by Matze to approve Resolution 03-12 determination of necessity, establish fair market
value and authorize purchase of 15 W. 7th Avenue. Seconded by Pung. Motion carried 7-0 There being no further business, the meeting adjourned at approximately 5:15 pm. Respectfully submitted,
