CITY OF OSHKOSH REDEVELOPMENT AUTHORITY MINUTES Special Meeting November 4, 2004 3:00 PM PRESENT: Thomas Belter, John Bermingham Jr., Mark Harris, Robert Pung, John Ruppenthal EXCUSED:

meeting was called to order at 3:00 pm by Chairman Ruppenthal. Approval of Consent Agenda Motion by Bermingham, seconded by Pung, to approve the Consent Agenda. Motion carried by voice
vote. (Tom Belter arrived at this time.) Discussion on Expansion of Marion Rd./Pearl Ave. Redevelopment Project Area Mr. Kinney stated there are three areas that are being considered
for inclusion within the Marion Rd./Pearl Ave. Redevelopment Project Area boundaries. The first area is on the corner of High Ave. and Jackson St. and consists of a gas station and two
residential properties. One of the residential properties is currently for sale and it would seem to be an opportune time to look at acquiring it now. Several scenarios exist for a redevelopment
site at this highly visible corner. There was some discussion relative to environmental issues associated with the gas station. The second area would be on the north side of Campus Place,
from Dawes St. up to the small commercial retail plaza on Wisconsin Street. The City currently owns 2 parcels on Campus Place. By incorporating these smaller residential parcels, this
would allow assemblage of property as they become available. The third area is on the south side of Marion Rd.; a portion of the Mercury Marine property. Mr. Kinney noted he has been
in discussions with Mercury officials for the past couple of years regarding including their property within the redevelopment boundaries. Mr. Kinney noted it is not the City's intention
to acquire any properties at this time. Mr. Ruppenthal inquired if Mercury is in support of the City's plans? Mr. Kinney replied they are aware of it and have not objected to date. There
was discussion on whether the parcels on the southeast corner of Wisconsin St. and Campus Place should be included in the redevelopment area. Staff indicated that the Papa John's property
was owned by the developer of the Subway/Winger's building and the developer had plans to redevelop the site in the future and it was not felt that property, or the Molly McGuires property,
would need to be included at this time. Mr. Kinney reiterated that the City is under no obligation to purchase any property at this time.
RDA Minutes Page 2 November 4, 2004 Motion by Pung to proceed with the expansion of the Marion Rd./Pearl Ave. Redevelopment Project Area boundaries as discussed. Seconded by Belter.
Motion carried unanimously by voice vote. Motion by Pung that following the adjournment of this meeting, the Redevelopment Authority convene into closed session in Room 404 to discuss
the status present and perspective for deliberating and negotiating land acquisitions and a land sale in the Marion Rd./Pearl Ave. Redevelopment Project Area and land acquisitions in
the South Shore Redevelopment Area pursuant to section 19.85(1)(e) of the Wisconsin State Statutes. Seconded by Bermingham. Motion carried by voice vote. A motion was made, seconded
