CITY OF OSHKOSH REDEVELOPMENT AUTHORITY MINUTES December 15, 2004 4:00 PM PRESENT: Thomas Belter, John Bermingham Jr., Sheldon Lasky, Karen Matze, Robert Pung, John Ruppenthal EXCUSED:

to order at 4:00 pm by Chairman Ruppenthal. Approval of Consent Agenda Motion by Bermingham, seconded by Pung, to approve the Consent Agenda. Motion carried by voice vote. 04-06 Determination
of Necessity; Establish Fair Market Value; Authorize Purchase /30 W. 8th Avenue If approved, Ms. Kepplinger noted the owner wished to close on the property prior to December 31st. Mr.
Kinney noted this transaction is as was discussed at the November executive session. Motion by Pung to approve Res. 04-06 determining the necessity of acquiring, establishing the fair
market value and authorizing the purchase of 30 W. 8th Avenue. Seconded by Bermingham. Motion carried 4-0. Public Hearing: Modification #5 Marion Rd./Pearl Ave. Redevelopment Project
Area Chairman Ruppenthal opened the public hearing on Modification #5 to the Marion Rd./Pearl Ave. Redevelopment Project Area. (Mr. Belter arrived at this time.) Mr. Kinney indicated
the City desires to expand the boundaries of the Marion Rd./Pearl Ave. Redevelopment Project area to include three separate areas. The first area encompasses all of the Mercury Marine
property situated on the south side of Marion Road. Mr. Kinney indicated that Mercury Marine had approached the City in 1996 regarding the City’s interest in purchasing their site along
the river and there have been periodic discussions since that time regarding the redevelopment of the property. Mr. Kinney also noted that the Plant 24 portion of the site is engaged
in a remanufacturing operation that has no orientation to the river and this area is appropriate for redevelopment. He noted, however, that the Plant 33 site on the west side of the
property could be retained in a marina-type use and that could be compatible with the City’s redevelopment objectives for the area. The second area encompasses properties west of Dawes
St. and north of Campus Place. The RDA/City currently owns two parcels in this area. City staff felt it was an appropriate time to include this section within the boundaries of the Redevelopment
Area to enable the RDA/City to pursue acquisitions as properties become available. Inclusion of the properties was also deemed appropriate given the uncertain status of the commercial
building between Campus Place and High Ave. that experienced significant fire damage in the past year.
Redevelopment Authority Minutes Page 2 December 15, 2004 The third area encompasses three parcels immediately west of Jackson St., between Pearl Ave. and High Ave., and includes two
older multiple family buildings and a gas station/convenience store. One of the residential parcels is currently listed for sale. (Mrs. Matze arrived at this time.) Mr. Dennis Schwab,
601 Oregon St., inquired about the status on discussions with Mercury. Mr. Kinney noted there has been continuing discussions with Mercury Marine. Mr. Lamont Welder from Mercury Marine
noted that Mercury supports this proposal. He inquired about a time frame. Mr. Kinney noted that if the modification is approved, the RDA/City could be in a position to start negotiations
in 2005. Mr. Kinney stated that Chamco would be more than willing to meet with Mercury staff regarding its spec building program and other alternatives available. Mr. Kinney pointed
out there are a lot of issues that need to be addressed before any acquisition would take place. Mr. Jeff Wosinski, 6529 Lasley Shore, Oshkosh, inquired about the timetable for the remaining
parcels, particularly 405 High Avenue. Mr. Kinney noted he has spoken with the owner, Mr. Murphy, regarding the importance of including these older residential properties within the
boundaries of the Redevelopment Area. The two houses on the corner of Jackson St. and High Ave. are the only residential properties in this predominant commercial area. From a timing
standpoint, Mr. Kinney reiterated that the one parcel is already for sale and the RDA/City would like to proceed with acquiring that parcel in the near future. With regard to 405 High
Ave., Mr. Murphy's property, the RDA/City could move earlier than later on this parcel as well. Mr. Wosinski stated he owns the property with Mr. Murphy and they have invested a lot
of funds in the property. Mr. Tim Lanzhammer stated he owns 514 Campus Place. What is the time frame for the Campus Place area? Mr. Kinney replied there isn't any. If and when parcels
become available, consideration could be given to acquire them at that time. Chairman Ruppenthal closed the public hearing portion of the meeting. 04-07 Determination of Boundaries;
Approval of Modification #5 to the Marion Rd./Pearl Ave. Redevelopment Project Area Motion by Bermingham to move approval of Res. 04-07 approving Modification #5 to the Marion Rd./Pearl
Ave. Redevelopment Project Area. Seconded by Lasky. Motion carried 6-0. A motion was made, seconded and approved to adjourn. Meeting adjourned at approximately 5:30 pm. Respectfully
