Secretary The meeting was called to order at 4:00 pm by Chairman Pung. Consent Agenda The minutes of November 17, 2005 and December 7, 2005 were presented as written. Treasurer's Report:
Bills were presented in the amount of $44,514.67. Secretary's Report: None Motion by Castle. Seconded by Belter Motion carried by voice vote. Public Hearing: Blight Designation /552
Madison Street Chairman Pung opened the public hearing. Ms. Kepplinger stated the property at 552 Madison St. is owner occupied, but the owners are unable to continue to live at the
property. The property has been for sale for some time with no offers. The owner's representative contacted the City to see if the City would be interested in the property. City staff
is currently working on a neighborhood improvement plan for this immediate area, which plan will identify a number of activities that can be undertaken to improve housing in the neighborhood.
It would be staff's intent to purchase the property at 552 Madison St., demolish the structure and sell the vacant property to the adjacent property owner at 556 Madison Street. Mr.
Kinney noted that Community Development Block Grant funds would be used for the acquisition. With regard to the neighborhood improvement plan, City staff will hold a neighborhood meeting
on February 2nd, hold a workshop with the Plan Commission on February 7th, with Council approval in March. Mr. Kinney believed this proposed improvement plan shows the City is trying
to be proactive in improving older neighborhoods. Acquisition of this property would eliminate a blighting condition in this neighborhood. Mr. Belter inquired if any estimate had been
received for d
emolition?RDA Minutes Page 2 January 18, 2006 Ms. Kepplinger replied the City's Department of Public Works will be doing the demolition so the only cost would be tipping fees at the
landfill. Chairman Pung closed the public hearing portion of the meeting. 06-01 Finding the Property at 552 Madison Street to be Blighted; Establish Fair Market Value; Authorize Purchase;
Authorize Disposition Motion by Belter to move approval of Res. 06-01. Seconded by Bermingham. Motion carried 5-0. Motion by Belter that following the adjournment of this meeting, the
Redevelopment Authority convene into closed session in Room 404 to discuss the status present and perspective for deliberating and negotiating land acquisitions and/or sales in the South
Shore Redevelopment Area pursuant to section 19.85(1)(e) of the Wisconsin State Statutes. Seconded by Castle. Motion carried by voice vote. A motion was made, seconded and unanimously
