HomeMy WebLinkAboutMinutes RDA Minutes Page 1 January 31, 2006 CITY OF OSHKOSH REDEVELOPMENT AUTHORITY MINUTES January 31, 2006 4:00 pm PRESENT: Tom Belter, William Castle, Steve Hintz, Sheldon Lasky, Robert Pung, Archie Stam EXCUSED: John Bermingham Jr. STAFF: Jackson Kinney, Executive Director /Director of Community Development; Susan Kepplinger, Principal Planner; Darlene Brandt, Recording Secretary The meeting was called to order at 4:00 pm by Chairman Pung. Consent Agenda No minutes were presented. Treasurer's Report: Bills were presented in the amount of $9,517.57. Secretary's Report: None Motion by Belter. Seconded by Hintz. Motion carried by voice vote. 06-02 Authorize Jurisdictional Offer /713 S. Main Street Mr. Kinney stated the RDA previously approved a resolution of necessity to purchase this property. Mr. Kelly Burnett, 524 W. New York Ave., owner of 713 S. Main St., indicated he does not mind the buy out, but it should be a fair settlement. He noted he spoke with a person at the State who indicated that for comparables in an appraisal, purchases more than 5 years old should not be used, which the City's appraiser did. Mr. Burnett stated he is requesting $90,000 for the property per his appraisal. Ms. Kepplinger stated the appraisal the City had prepared included 5 comparables. The appraisal the City received from Mr. Burnett's appraiser only included 2 comparables, both of which are invalid sales and cannot be used. Mr. Burnett then provided the City with 2 new comparables with the same appraised value. Ms. Kepplinger gave a brief overview of how the appraisal process works. She noted that Mr. Burnett did not return any phone calls to the City's appraiser. Ms. Kepplinger noted the party Mr. Burnett spoke with at the State is a relocation specialist and does not deal with appraisals and acquisition. Mr. Burnett noted he runs his business out of this location and needs a similar building. Mr. Hintz inquired what happens if Mr. Burnett does not accept the offer? RDA Minutes Page 2 January 31, 2006 Ms. Kepplinger indicated once the RDA approves of the acquisition price, the RDA/City will begin the jurisdictional offer process. Ms. Kepplinger gave a brief overview of the process based on her understanding of the Wisconsin Statutes. She noted she will be meeting with the City Attorney later in the week to go over that process. Mr. Kinney noted the RDA had met in Executive Session earlier this month and reviewed the status on this property. At that time, it was the consensus of the RDA to move forward with issuing the jurisdictional offer. Mr. Pung inquired of Mr. Burnett why he did not allow the City’s appraiser access to the property? Mr. Burnett replied it is his private property. Motion by Castle to move approval of Res. 06-02 in the amount of $50,000. Seconded by Stam. Motion carried 5-0-1 (Abstain: Belter) 06-03 Authorize Jurisdictional Offer /14 W. 8th Avenue Mr. Kinney noted this action is also as was discussed in Executive Session earlier this month. Motion by by Castle to move approval of Res. 06-03 in the amount of $44,500. Seconded by Lasky. Motion carried 6-0. A motion was made, seconded and unanimously approved to adjourn.
