RDA Minutes 1 June 21, 2006 REDEVELOPMENT AUTHORITY of the City of Oshkosh MINUTES JUNE 21, 2006 Special Meeting 4:00 pm PRESENT: Thomas Belter, John Bermingham Jr., William Castle,
Steve Hintz, Robert Pung, Archie Stam EXCUSED: Sheldon Lasky STAFF: Jackson Kinney, Executive Director/Director of Community Development; Darlene Brandt, Recording Secretary The meeting
was called to order at 4:00 pm by Chairman Pung. Consent Agenda Treasurer’s Report: None Secretary’s Report: None Five Rivers Project Status /Direction Mr. Kinney stated this special
RDA meeting was called to discuss how the RDA/City should proceed with the Five Rivers Project. The City does not feel the commitment letter received from Five Rivers is in a form or
substance that meets the provision of the Term Sheet document. Mr. Kinney recommended that since the City did not find the Five Rivers commitment letter met the requirement set forth
in the Term Sheet document, the RDA should open up the development process by seeking proposals for projects in the Marion Road/Pearl Avenue Redevelopment Area, and that the RDA meet
in a couple of weeks to approve a resolution to proceed with requests for proposals. Mr. Belter inquired about the Five Rivers proposal. Mr. Kinney stated they could resubmit a proposal
if they wish. Mr. Kinney noted he would not be recommending a submittal deadline for accepting proposals, but rather address proposals as they are received. We have set the stage for
redevelopment in this area and there should be interest in this property. Mr. Belter inquired if Five Rivers comes in with appropriate funding, how do we proceed? Mr. Kinney believed
we should proceed to review any proposals, including any that may come from Five Rivers, within the context of the RFP format to be developed, and if they can show the necessary financial
backing and support, then we could look at that at that time.
RDA Minutes 2 June 21, 2006 Discussion ensued on dates to hold an RDA meeting. It was the consensus of those present to not hold a special meeting, but meet on July 19th which is the
next regularly scheduled RDA meeting date. Mr. Hintz felt this is a very appropriate move for the RDA. A lot has been invested and terms have not been met. We are looking at dollars
and calculations of risk. It is appropriate to reopen the process and indicate to Five Rivers that if the terms are met, we can look at things again. There being no further business,
the meeting adjourned at approximately 4:12 pm. Respectfully submitted Jackson Kinney Executive Director/Director of Community Development
