RDA Minutes 1 September 20, 2006 REDEVELOPMENT AUTHORITY of the City of Oshkosh MINUTES SEPTEMBER 20, 2006 4:00 pm PRESENT: Thomas Belter, William Castle, Sheldon Lasky, Robert Pung,
Archie Stam EXCUSED: John Bermingham, Jr., Steve Hintz STAFF: Jackson Kinney, Executive Director/Director of Community Development; Darlene Brandt, Recording Secretary The meeting was
called to order at 4:00 pm by Chairman Pung. Consent Agenda The minutes of July 19, 2006 were presented as written. Treasurer’s Report: Bills were presented in the amount of $25,434.28.
Secretary’s Report: None Motion by Castle. Seconded by Belter. Motion carried by voice vote. Res. 06-20 Modify Construction Start Date – Parcel G, Marion Road/Pearl Avenue Redevelopment
Area Motion by Castle. Seconded by Lasky. (Archie Stam arrived at this time.) Mr. Kinney noted that the RDA and City approved of the sale and redevelopment of Parcel G in 2004. Concord
30 LLC proposed 2 – 51 unit apartment buildings in two phases. The developer was not able to meet the construction start date because of a change in the makeup of the LLC entity, as
well as a longer time frame needed to arrive at an appropriate environmental remediation approach for Parcel G. Mr. Peter Jungbacker, representing Concord 30 LLC, stated most of the
environmental issues have been resolved. It is his intention to start construction by December, 2006 with occupancy by July, 2007. Mr. Kinney stated since underground parking is proposed,
the City's environmental consultant is working on removing contaminated soils and working with the DNR on obtaining a certificate of completion under the VPLE. Mr. Stam inquired on the
time frame on the second phase? Mr. Jungbacker replied construction on the second phase will commence when 75% occupancy rate on the first phase has been reached. Roll call was taken.
Motion carried 5-0.
RDA Minutes 2 September 20, 2006 Res. 06-21 Award Bid /Environmental Remediation – Parcel G, Marion Rd./Pearl Ave. Redevelopment Area Mr. Kinney stated the RDA's approval of Kopplin
& Kinas's bid is needed for the environmental remediation work to be completed on Parcel G. It is proposed the work would be done in November, so Mr. Jungbacker's construction can begin
in December. Motion by Castle. Seconded by Belter. Motion carried 5-0. Motion by Belter that following the adjournment of this meeting, the Redevelopment Authority convene into closed
session in Room 404 to discuss the status present and perspective for deliberating and negotiating land acquisitions and/or sales in the South Shore Redevelopment Area pursuant to section
19.85(1)(e) of the Wisconsin State Statutes Seconded by Castle. Motion carried 5-0. There being no further business, the meeting adjourned at approximately 4:15 pm. Respectfully submitted
