RDA Minutes 1 May 23, 2007 REDEVELOPMENT AUTHORITY OF THE CITY OF OSHKOSH SPECIAL MEETING MINUTES MAY 23, 2007 PRESENT: Thomas Belter, John Bermingham, Steve Hintz, Robert Pung, Archie
Stam, Frank Tower EXCUSED: Sheldon Lasky STAFF: Jackson Kinney, Director of Community Development; Darlene Brandt, Recording Secretary The meeting was called to order by Chairman Bob
Pung at 4:00 pm. Consent Agenda Approval of Minutes: January 3, 2007 and February 5, 2007 Treasurer's Report: Bills in the amount of $104,651.23 Secretary's Report: None. Motion by Belter.
Seconded by Bermingham. Carried by voice vote. Res. 07-05 Determination of Necessity to Acquire Properties: a) 203 Jackson Street b) 707 South Main Street Motion by Hintz to move. Seconded
by Belter. Mr. Bermingham inquired if the Marion/Pearl Redevelopment Area was expanded to include the Jackson Street property? Mr. Kinney believed the redevelopment area was expanded
in 2003. Mr. Kinney noted that funds for acquisition were included in the City's South Shore TIF in the capital improvement program and the RDA's Marion/Pearl escrow account. It is proposed
to apply for a State Land Trust loan for the TIF funds. Mr. Tower inquired about redevelopment plans? Regarding the Jackson St. property, Mr. Kinney noted that the intersection of Pearl
and Jackson needs to be widened and acquisition of this property would enable that to occur. Once the road work is done, then a determination can be made as to what to do with the remnant.
Regarding the S. Main property, will need to vacate the alley behind the site, combine it with other properties owned by the RDA and request redevelopment proposals. Mr. Bermingham stated
he was concerned about the RDA paying too much for the properties. The analysis report prepared by Vogels Buckman does not include a value. Usually there is a deed restriction regarding
the sale of gasoline that accompanies this type of sale.
RDA Minutes 2 May 23, 2007 Mr. Kinney stated the owner of these properties is interested in selling. The S. Main property is vacant. If the RDA does not take advantage of this opportunity,
the owner could sell or lease the property and then there would be condemnation costs and relocation expenses. The current owner is willing to close the Jackson St. property and is not
looking for additional funds for closing the business. The current owner made us aware of the deed restriction and apparently the prior owner is willing to release that deed. If the
RDA approves of these acquisitions, staff would sit down with the realtor, the owner and environmental consultants regarding the Dept. of Commerce closure requirements on the tank removals.
Discussion ensued regarding tank removal costs and remediation. Mr. Kinney noted the tanks on S. Main were leaking but have been remediated. The tanks at both locations will be removed;
any remediation costs will be the current owners responsibility. Roll call was taken. Carried 6-0. There being no further business, the meeting adjourned at approximately 4:20 pm. Respectfully
