HomeMy WebLinkAboutMinutes PLAN COMMISSION MINUTES JANUARY 7, 2003 PRESENT: Lee Bettes, Lurton Blassingame, David Borsuk, Jon Dell’Antonia, Steven Gehling, Jack Heinemann, Donald Pressley, Kathleen Propp, Achim Reschenberg, John Ruppenthal, and Donald Krueger, Chairman STAFF: Darryn Burich, Principal Planner, Jackson Kinney, Director of Community Development, and Vickie Rand, Recording Secretary The meeting was called to order by Chairman Krueger. Roll call was taken and a quorum declared present. Chairman Borsuk called for review of the minutes of the December 3, 2002 meeting as mailed. Mr. Blassingame stated he did not second the motion in Item IA. Mr. Reschenberg stated he had made the second. The minutes were corrected as noted. Motion by Blassingame for approval of minutes as corrected. Seconded by Reschenberg. Unanimous. I: CONSENT AGENDA A: EXTRATERRITORIAL LAND DIVISION/CERTIFIED SURVEY MAP VINLAND CENTER ROAD Martenson & Eisele, Inc., petitioner for Mike Pahlow, owner, requests Plan Commission review and approval of an extraterritorial land division/certified survey map (CSM) for a parcel of land located on the south side of Vinland Center Road in the 3100 block. The approximate 34-acre parcel is under Town of Vinland zoning and is zoned agricultural. Motion by Pressley for approval of an extraterritorial land division/certified survey map for a parcel of land located on the south side of Vinland Center Road in the 3100 block. Seconded by Borsuk. Motion carried 9-0. II: CONDITIONAL USE PERMIT/DEVELOPMENT PLAN REVIEW FOR THE INSTALLATION OF ANTENNAS AND ASSOCIATED EQUIPMENT AT 926 WOODLAND AVENUE AT&T Wireless, petitioner for the University of Wisconsin – Oshkosh, owner, requests Plan Commission review and approval of a conditional use permit/development plan review to allow placement of antennas and associated equipment on an existing tower, located on the roof of the Arts and Communications building at 926 Woodland Avenue. The subject property is zoned R-5PD, Multiple Dwelling District with a Planned Development Overlay that would allow a base standard modification to the Zoning Ordinance to allow the placement of an antenna in a residential district. UWO was issued a CUP in 1998 to allow the placement of 6 communications antennas and associated equipment. Plan Commission Minutes 2 January 7, 2003 Kathy Propp arrived at this time. Dana Kerr, 3408 N. Downer Avenue, Milwaukee, representative for AT&T, stated they would be installing 12 antennas on the existing tower and roof top utility equipment on a 15’ x 30’ roof platform. Mr. Borsuk questioned if they would be replacing existing antennas. Dan Sobczak, 1512 Menominee St., South Milwaukee, Design Engineer for AT&T, stated AT&T did not have any antennas on the Arts & Communications Building at 926 Woodland Avenue, however, AT&T did have antennas on three other towers in the area. Tom Sonnleitner, Vice Chancellor – UW-Oshkosh, stated these antennas were needed to shoot directly into Scott Hall because of the large number of cell phones used by students there. Mr. Borsuk questioned if there was space left for more antennas on the tower. Mr. Sonnleitner stated there is still space available for more antennas, and nearby structures also have space available for additional antennas. Motion by Reschenberg for approval of the Conditional Use Permit/Development Plan to allow the placement of antennas and associated equipment on an existing tower, located on the roof of the Arts & Communications building at 926 Woodland Avenue. Seconded by Bettes. Mr. Borsuk stated that he had requested a copy of the ordinance pertaining to this matter because he wanted to review the checklist. He also requested Zoning Ordinance numbers be noted in the staff report for Plan Commission reference. Discussion followed regarding tower availability, co-locations, and the information Plan Commission members needed. Motion carried 8-0-1. Bettes voting present.
