at the Oshkosh City Hall to consider the following agenda. ROLL CALL APPROVAL OF FEBRUARY 3, 2004 MEETING MINUTES I: CONSENT AGENDA A: EXTRATERRITORIAL TWO LOT LAND DIVISION/CERTIFIED
SURVEY MAP AT 5180 CHESAPEAKE CT. Martenson & Eisele, Inc., petitioner for Herbert Pollnow, owner, requests the Plan Commission to review and approve an extraterritorial two lot land
division/certified survey map (CSM) for a parcel of land located at 5180 Chesapeake Court in the Town of Oshkosh. The undeveloped approximate 3/4 acre parcel is under Winnebago County
zoning and is zoned for residential use. II: TWO LOT LAND DIVISION/CERTIFIED SURVEY MAP AND ACQUISITION OF LAND IN THE FAIR ACRES SHOPPING CENTER ON E. MURDOCK The Department of Public
Works, petitioner for the Jondex Corporation, owner, request the Plan Commission to review and approve a two lot land division/certified survey map and a land acquisition for property
generally located in the Fair Acres Shopping center located along E. Murdock Avenue. The purpose of the land division and acquisition is to obtain land for a stormwater detention basin
to alleviate some flooding problems in the area. III: CONDITIONAL USE PERMIT FOR A SELF-SERVICE CAR WASH ADDITION TO A GAS STATION AND CONVENIENCE STORE AT 3700 JACKSON STREET This is
a renewal of a conditional use permit that expired October 22, 2003 due to no construction activity occurring within the one year time period. CSC Designs, petitioner for Oshkosh Pantry
41, owner, requests Plan Commission review and approval of a conditional use permit (CUP) for a self-service car wash addition to an existing gas station and convenience store located
at 3700 Jackson Street. The subject property is zoned C-2 General Commercial District which allows car washes only through CUP.
Plan Commission Agenda February 17, 2004 Page 2 IV: RECOMMENDED DRAFT OF THE UTILITIES AND COMMUNITY FACILITIES ELEMENT OF THE COMPREHENSIVE PLAN UPDATE The City is undertaking an update
to their 1993 Comprehensive Plan in order to bring the plan in compliance with the State’s Comprehensive Planning Legislation that was signed into law in 1999. Commonly referred to as
the “Smart Growth Law”, this legislation established basic requirements for nine elements of a comprehensive plan. These nine elements include Issues & Opportunities, Transportation,
Land Use, Housing, Economic Development, Utilities and Community Facilities, Intergovernmental, Agricultural, Natural & Cultural Resources, and Implementation. OTHER BUSINESS ADJOURNMENT
