HomeMy WebLinkAboutMinutes Plan Commission Minutes 1 January 16, 2007 PLAN COMMISSION MINUTES JANUARY 16, 2007 PRESENT: David Borsuk, Eduardo Corpus, Thomas Fojtik, Shirley Mattox, Cathy Scherer, Jeff Thorkildsen EXCUSED: Ed Bowen, Paul Lowry, Kathleen Propp, John Weinsheim, Jon Dell’Antonia STAFF: Darryn Burich, Director of Planning Services; David Buck, Principal Planner; Deborah Foland, Recording Secretary Vice-Chairman Scherer called the meeting to order at 4:03 pm. Roll call was taken and a quorum declared present. The minutes of January 2, 2007 were approved as presented. I. CONDITIONAL USE PERMIT FOR THE DEVELOPMENT OF A FABCO/CAT DIESEL TRAINING FACILITY AT 3601 OREGON STREET Fox Valley Technical College Foundation, Inc. is requesting a conditional use permit for the development of a vocational training facility specializing in FABCO/CAT and other diesel technician training. Mr. Buck presented the item and noted that there has been a modification to the original staff report removing the condition for a base standard modification for a 0’ side yard setback on the north property line and changing the detention basin condition from a wet pond to a dry pond with prairie style plantings. Mr. Borsuk was under the impression that the City’s intention was to make all detention basins wet ponds. He also inquired if the lot should be required to be hard surfaced. Mr. Buck responded that screened area in an Industrial Park site is not required to be hard surfaced as long as it is fully screened. The Department of Public Works is reviewing the detention pond issue and providing that there are no engineering concerns, a dry pond would be acceptable. Ms. Mattox questioned who owns the subject parcel and if the two small buildings on the adjacent parcels were homes. Mr. Buck responded that the Fox Valley Technical College Foundation owns the subject parcel and the two small parcels were residential homes. Todd Schneider, OMNNI Associates of Appleton, who prepared the engineering plans for the site, stated that the detention basin was designed designed to be a dry pond with sediment removal. A wet pond was not necessary at this site. Sheree Zellner, 3669 Oregon Street, Oshkosh, asked if the training at the proposed facility was to be done indoors only or outside as well. She also questioned if since the facility was quite close to their residence, if any additional buffering would be installed between the sites. She also inquired if either the Plan Commission Minutes 2 January 16, 2007 school or CHAMCO would be interested in acquiring their properties as they are surrounded by these developments. Debbie Heath, Associate Dean of Fox Valley Technical College Spanbauer Center, 3601 Oregon Street, stated that the training facility will be for diesel technician maintenance and most of the work will be done inside the facility other than a few things that would have to be performed outdoors, within the screened area. She further stated that they did not have plans for additional buffering on the site as there was not a noise abatement issue and there is already a considerable amount of landscaping present. In regards to the issue of purchasing the residential properties, she stated that she had no comment on the issue at this time. Ms. Mattox questioned how much exhaust that the trucks on site would produce and if the four garage doors for the trucks could be moved to the other side of the building. Ms. Heath stated that the equipment would be hauled in on trucks to be placed in the building and there would be minimal exhaust produced. The trucks would only be moved once every 18 weeks and there was not sufficient space on the other side to relocate these doors. Ms. Mattox asked if there would be landscaping in the parking lot area. Mr. Buck replied that the internal lot landscaping would be very minimal as it is a small lot. The plans had landscaping at the lot perimeter and located around the building, but it was not finalized at this time. Ms. Mattox questioned if there was not a formula that requires a certain amount of landscaping for a project of this size. Ms. Buck responded that City ordinance mandates the amount of landscaping based on the square footage of the developed area and parking lot perimeter. Mr. Borsuk commented that he felt that the addition of this proposed facility in our community is a great benefit to the area. He further stated that the buffers originally created around the existing campus were more than necessary and he feels that the issue is more about the desire of the residents to have their properties acquired. He does not wish to make any unreasonable requests of FVTC in regards to the landscaping. Mr. Fojtik asked if we could suggest that the owners of both properties work out something that would be agreeable to all parties. Mr. Buck stated that we could require additional plantings in some areas, but we can only apply conditions to the subject parcel, not the campus as a whole. Ms. Scherer inquired if the final landscaping plan would require approval from the Department of Community Development. Mr. Buck responded that it would. Mr. Burich added that additional trees could be installed along the driveway area. Plan Commission Minutes 3 January 16, 2007 Motion by Thorkildsen to move approval of the conditional use permit for the development of a diesel training facility with the following conditions: 1) Site design receives CHAMCO approval based on the Aviation Industrial Park covenants. 2) A cross access and parking agreement between the subject property and the property to the north be instituted, with approval by the Department of Community Development. 3) The existing gravel drive is removed. 4) No outdoor storage of equipment or materials except within the fenced storage area. 5) Detention basin to be designed with prairie-style plantings with final design to be approved by the Departments of Community Development and Public Works. Seconded by Fojtik. Motion carried 6-0. Mr. Burich stated that due to the resignation of Steven Gehling from the Plan Commission, who also served on the Extraterritorial Zoning Committee, we would need a new Plan Commission member to volunteer to serve on the Extraterritorial Zoning Committee.
