HomeMy WebLinkAboutMinutes 1 CITY OF OSHKOSH LANDMARKS COMMISSION MINUTES COMMISSION MEETING November 12, 2003 COMMISSIONERS PRESENT: Harold Buchholz, Carol Esslinger, Orv Hando, Jim Grine, Shirley Mattox, Dick Rueckl, Jane Westphal. AD HOC MEMBERS PRESENT: Greg Krueger, Paine Art Center. EXCUSED: Laurel Forsythe. STAFF: Susan Kepplinger CALL TO ORDER Chair Harold Buchholz called the meeting to order and a quorum was declared present. APPROVAL OF MINUTES Dick Rueckl moved approval of the minutes for the October meeting. Jane Westphal seconded the motion, which passed unanimously. RIVERSIDE CEMETERY RECOGNITION EVENT A number of Commissioners were able to attend this event, and Commissioner Jim Grine and Chair Harold Buchholz participated in the presentation. Jane Westphal commended both Harold and Jim on their presentations. The event was well attended and, Commissioners agreed, a success. There was additional discussion on formation of a Friends of The Riverside organization. Shirley Mattox agreed to follow up on this with the Museum, who has agreed to take the lead on this. Commissioners asked that she reiterate the willingness of the Commission to support the Museum in this effort. WEBSTER BLOCK RESTORATION PROJECT Staff reported that the residential tenants moved in the previous Saturday. Many Commissioners had been at the open house and were favorably impressed with the project. ORDINANCE DISCUSSION 2 Chair Harold Buchholz explained that he raised this issue to get the opinion of the Commissioners on the Ordinance as it is currently written. Following discussion, Harold Buchholz moved that the matter be considered for placement on the Commissions 2004 goal list during the 2004 goal setting session. Jim Grine seconded the motion, which passed unanimously. WITKZE BAR ALTERATION UPDATE As a result between the owner and his architect, staff, a Commission member, the Chief Building Inspector and Terry Laib, the owners plan was altered so that the addition would have less impact on the original building and a variance would not be required. Staff reported that the owner had followed up on a meeting with Terry Laib regarding approaches to the proposed addition that would not negatively impact the historic portion of the property. Staff is unsure if the owner has actually obtained a permit for the project. OTHER BUSINESS Staff reported that the Boys and Girls Club has notified the city that they will be leaving the former South Side Library building at the end of January, 2004. The city intends to dispose of the property through the request for proposal process. The goal would be to attract a private developer who would put the property into productive commercial use while maintaining the historic integrity of the property. Jim Grine, Greg Kreuger and Carol Esslinger agreed to work on finishing the text for the North Main Historic District walking tour. After discussion, it was agreed to put the Historic Street sign project and the development of a mission statement on the list for potential goals in 2004. ADJOURNMENT There being no further business, Orv Hando moved the meeting be adjourned. Jim Grine seconded the motion, which passed unanimously.
