HomeMy WebLinkAboutMinutes 1 CITY OF OSHKOSH LANDMARKS COMMISSION MINUTES COMMISSION MEETING January 14, 2004 COMMISSIONERS PRESENT: Harold Buchholz, Carol Esslinger, Orv Hando, Shirley Mattox, Dick Rueckl, Jane Westphal. AD HOC MEMBERS PRESENT: Greg Krueger (ad hoc member, Paine Art Center). EXCUSED: Jim Grine, Laurel Forsythe, Brad Larson (ad hoc member, Oshkosh Public Museum). STAFF: Susan Kepplinger CALL TO ORDER Chair Harold Buchholz called the meeting to order and a quorum was declared present. APPROVAL OF MINUTES Jane Westphal moved approval of the minutes of the December meeting. Dick Rueckl seconded the motion, which passed unanimously. FRIENDS OF RIVERSIDE CEMETERY Shirley Mattox reported that the Museum has been working on making the necessary arrangements to establish this group. Commission members expressed concern regarding those who indicated an interest in joining this group and asked Shirley to see if the Museum would follow up with these people by sending them a letter thanking them for their interest and informing them of the status of development of this group. MAIN STREET BROCHURE Jim Grine was unable to attend this meeting, but advised staff that he would have a draft version of the brochure for review by the others working on this project this week. HISTORIC STREET SIGNAGE The City Transportation Director and his staff are working to locate vendors for the signs, posts and finials selected by the Commission. Staff advised Commission members that the 2 historic street signs for the Algoma Boulevard District would be paid for as part of the Algoma Boulevard Reconstruction Project, and the street signs for the Irving Church District and the North Main District would be paid for with CDBG funds as these districts are located in low to moderate income census tracts. There is no funding for installing historic street signs in the Washington Avenue Historic District. Commissioners agreed that it would be a good idea for the Commission to send a letter to residents of the Washington Avenue District advising them of why that district will not receive historic street signs. Commissioners also discussed suggesting that residents of the district could raise funds on their own to have the signage installed. OTHER BUSINESS Harold Buchholz suggested that the Landmarks web site needed to be improved by adding more information to certain areas, including the Acanthus Award Program and the Current Events section. There was also a suggestion to add a link to the Morgan House web site. After some discussion, it was agreed to add these to the list of items to be considered for year 2004 goals. There was additional discussion of regarding a nomination to the State Trust for Historic Preservation 10 Most Endangered Properties list. Commissioners agreed not to submit a property for consideration this year and to put this on the calendar for 2004. 2004 GOAL SETTING Commissioners offered a number of ideas for 2004 projects and programs. That list, along with a list of the 2003 goals is attached. Commissioners will finalize goals at the February meeting. ADJOURNMENT There being no further business, Shirley Mattox moved the meeting be adjourned. Carol Esslinger seconded the motion which passed unanimously. Respectfully Submitted, Susan Kepplinger Principal Planner 3 Landmarks Commission Goals 2004 For reference, 2003 agreed upon goals 􀁸 Work with Museum to plan and carry out Riverside Cemetery public tour/lecture event similar to one in 2002 􀁸 Develop North Main Street Walking Tour Brochure 􀁸 Approach Genealogical Society to explore possibility of developing self guided Cemetery walking tour map 􀁸 Work with Museum on walking tour of Algoma Boulevard District, possibly in conjunction with National Museum Day 􀁸 Continue to work with MIS department on Landmarks web site 􀁸 Continue Acanthus Award Program 􀁸 Coordinate event with Museum to recognize listing of Riverside Cemetery on National Register of Historic Places Ideas for 2004 generated at January Commission meeting 􀁸 Complete and print Main Street Walking Tour Brochure 􀁸 Develop additional Main Street Walking Tours for additional brochures and for use in guided tours offered during Gallery Walk events 􀁸 Recruit and train docents for at least ____ walking tours to be held during Gallery Walks 􀁸 Facilitate historic district street signage for Washington District (following installation by city in other eligible historic districts) 􀁸 Technical assistance to Masons 􀁸 Provide assistance and support to Museum in establishing “Friends of Riverside Cemetery” organization 􀁸 Work with MIS department to update Landmarks web site 􀁸 Develop a list of potential members to fill any vacancies that may come up 􀁸 Submit nomination to State Trust For Historic Preservation 10 Most Endangered Properties list 􀁸 Revise Ordinance 􀁸 Create new video 􀁸 Provide technical assistance in the process of updating Intensive Survey 􀁸 Consider nominating properties determined potentially historic by new survey to State and National Registers 􀁸 Working with Northwestern to get information on historic Oshkosh into EAA publication 􀁸 Work with schools to encourage provision of additional education regarding Oshkosh history and preservation 􀁸 Have a booth at local art fairs and homebuilders show 􀁸 Provide information to realtors and owners regarding historic properties
