1 CITY OF OSHKOSH LANDMARKS COMMISSION MINUTES September 8, 2004 COMMISSIONERS PRESENT: Harold Buchholz, Carol Esslinger, Jim Grine, Shirley Mattox, Dick Rueckl AD HOC MEMBERS PRESENT:
none EXCUSED: Laurel Forsythe, Jane Westphal, Greg Krueger (ad hoc member, Paine Art Center), Brad Larson (ad hoc member, Oshkosh Public Museum) STAFF: Susan Kepplinger CALL TO ORDER
Chair Harold Buchholz called the meeting to order and a quorum was declared present. APPROVAL OF MINUTES Carol Esslinger moved approval of the August minutes. Jim Grine seconded the
motion, which passed unanimously. MEMBERSHIP UPDATE Staff informed Commissioners that Orv Hando had resigned to allow him the necessary time to serve as the President of the Winnebago
County Historical and Archeological Society. An application for appointment to the Commission is on file from Beverly Harrington. Members agreed she would be an asset to the Commission.
106 CONSULATATION Staff presented information on a proposed telecommunications structure to be built on the roof of one of the UWO residence halls. Since the location is proximate to
the Irving/Church and Oshkosh Normal School Historic Districts, ERM, the environmental consultant for ALLTELL is requesting the Commission's opinion regarding the impact of the proposed
project on historic properties. According to the State Historical Society, this consultation is required under federal law. Commissioners reviewed and discussed the information provided.
It was the consensus of the Commission that the proposed project would have no negative impact on nearby historic properties. Commissioners also discussed contacting the University administrative
staff directly to discuss the need for consideration of the impact of future construction and related projects on existing historic properties. PROJECT UPDATES Historic Downtown Churches
Shirley Mattox reported that she had met with Arlene Schmuhl of the Convention and Visitors Bureau regarding incorporation of downtown churches into tourism promotion. Commissioners
agreed that it
2 would be a good idea to work with the Convention and Visitors Bureau. After discussion regarding the type of program/activity/product would be best (various types of tours, brochures,
events, etc.) Commissioners asked Shirley to meet again with Arlene for guidance on what would be the best approach. Promotion of Historic Preservation Education Harold Bucholz reported
that he had met with Chancellor Wells to discuss Historic Preservation education on campus. The Chancellor referred him to Joshua Ranger, the University Archivist for more information.
No progress has been made on the elementary school front. Shirley Mattox suggested working with art teachers to promote learning about architecture as a possible starting point. Riverside
Cemetery Related Activities Staff reported on a meeting between the City Manager, Directors of the Oshkosh Public Museum and the Parks Departments and staff of these two departments
and the Commission regarding development of a "Friends of Riverside Cemetery" organization. At that meeting, it was determined that the most appropriate approach would be to facilitate
the formation of Friends group that would be independent from the City. Staff will follow up on facilitating an initial meeting of interested parties with the hope that this will become
a successful private effort. Development of Additional Main Street Walking Tour Brochure Staff reported that the map and information from this year's North Main Street walking tour brochure
has been posted on the Commission's Web Page. Jim Grine had nothing new to report on development of a new brochure. New Street Signs for Historic Districts Staff reported the City Sign
Division will complete installation as soon as all components have been delivered. OTHER BUSINESS Dick Rueckl distributed updated copies of the Commission calendar. Information was distributed
in t Oshkosh Public Museum history hunt planned for October 2. ADJOURNMENT There being no further business, Carol Esslinger moved the meeting be adjourned. Dick Rueckl seconded the motion,
