CITY OF OSHKOSH LANDMARKS COMMISSION MINUTES AUGUST 10, 2005 COMMISSIONERS PRESENT: Harold Buchholz, Todd Clark, Carol Esslinger, Bev Harrington, Shirley Mattox, Dick Rueckl, Arlene
Schmuhl. AD HOC MEMBERS PRESENT: None EXCUSED: None STAFF: Susan Kepplinger CALL TO ORDER Chair Harold Buchholz called the meeting to order and a quorum was declared present. APPROVAL
OF MINUTES Carol Esslinger moved approval of the July minutes. Arlene Schmuhl seconded the motion, which passed unanimously. FINALIZE ANNUAL REPORT Commissioners suggested several changes
to the draft report. Harold Buchholz will have a final draft for Commission approval at the September meeting. 2005 GOALS REVISION Dick Rueckl will review the current goals and if there
is any need for revision, that matter will be addressed at the September meeting. BASHFORD HOUSE UPDATE Staff read an email from Terry Laib, of the Friends of the Bashford House. The
Friends have signed a letter of intent, which gives them until October 1 to develop plans and raise raise sufficient funds to make their proposal a viable alternative to demolition.
They are beginning fundraising and related work. AREA REPORT Arlene Schmuhl reported that it appears St. Mary’s Church is thinking about interior renovations to the worship space including
replacement of pews. STATUS OF HISTORIC SURVEY UPDATE Staff reported that the consultants had completed the initial fieldwork and staff had accompanied the consultants when the State
Historical Society Architectural Historian visited Oshkosh to make preliminary determinations on National Register eligibility of individual properties and districts identified in the
fieldwork.
During that process, four potential new districts were identified and there was confirmation of the ongoing eligibility of the Bay Shore Historic District identified in the 1980 Survey
but never nominated. Several new eligible properties and building groups were identified, some were not surveyed in 1980 and some which had been determined not eligible in that survey.
Several properties identified as eligible in the 1980 survey that were not nominated were determined to be not eligible. At least one property was determined to be eligible once it reaches
50 years of age. An additional day of has been scheduled to complete the review of the properties identified in the fieldwork. REVIEW OF CURRENT LANDMARKS ORDINANCE Staff presented information
on the portions of the Municipal Code that apply to the Commission and its activities. Discussion followed. FALL WAPC MEETING The Wisconsin Association of Preservation Commissions Autumn
Historic Preservation Conference will be held in Appleton October 21 and 22. Staff was asked to make the necessary for public notice in the event that the number of Commissioners who
decide to attend that meeting constitutes a quorum. ADJOURNMENT Dick Rueckl moved the meeting be adjourned. Todd Clark seconded the motion, which passed unanimously. Respectfully Submitted,
