HomeMy WebLinkAboutMinutes CITY OF OSHKOSH LANDMARKS COMMISSION MINUTES MARCH 8, 2006 COMMISSIONERS PRESENT: Harold Buchholz, Carol Esslinger, Bev Harrington, Shirley Mattox, Dick Rueckl, Arlene Schmuhl. AD HOC MEMBERS PRESENT: None EXCUSED: Todd Clark STAFF: Susan Kepplinger CALL TO ORDER Chair Harold Buchholz called the meeting to order and a quorum declared present. APROVAL OF MINUTES Arlene Schmuhl moved approval of the February minutes as submitted. Bev Harrington seconded the motion, which passed unanimously. BASHFORD HOUSE Based on recent news reports, it appears that the E.B.Davis Board has decided to proceed with demolition of this structure. Commissioners discussed actions they could take or statements they could make regarding their concern about the loss of this property. No action was taken. RIVERSIDE CHAPEL ROOF Staff reported that Todd Clark had asked the Commission be advised that he was providing technical assistance in development of specifications for the roof project. PLANNING CALENDAR REVIEW The Chair will begin preparation of the annual report. There were no changes to the calendar. 2006 GOALS WORKING COMMITTEES Working committees for the three goals were established as follows: 􀁸 Continue collaboration with the Library and Public Museum on historic architecturethemed public events – Harold Buchholz, Dick Rueckl, Bev Harrington, Shirley Mattox. 􀁸 Follow up on completed Intensive Historic Survey update – Arlene Schmuhl, Carol Esslinger. 􀁸 Landmarking – Shirley Mattox, Bev Harrington. The Chair directed staff to include discussion of various issues relative to landmarking on the April agenda. AREA REPORTS Arlene Schmuhl spoke to a resident of the Washington Avenue Historic District to see if there had been any neighborhood activity relative to private fundraising for historic street signs. According to that resident, there is no apparent interest or activity. 2006 PRESERVATION MONTH PLANS There was general discussion regarding possible activities for preservation month. The public presentation by the consultant on the Intensive Historic Survey update will be Monday, May 15 at 7 pm under the dome in the Public Library. The area has been reserved with the Library and the consultant is available. Acanthus Awards can be presented at the Council meeting on either the 9th or 23rd. If the Commission wants to try to landmark a property, that process could be completed at the Common Council meeting on the 23rd. ACANTHUS AWARDS The following properties were suggested: 415-419 North Main, South Side Library, 919 Washington as well as the Friends of the Bashford House. Award winners will be selected at the April meeting. REVIEW OF LANDMARKING PROCESS Following a brief discussion of the process stipulated by the Ordinance, the Commission agreed to proceed with Landmarking one property with the goal of having the process be completed at the second Common Council meeting in May, which is preservation month. In anticipation of this decision, several owner occupants of properties that would be suitable candidates for Landmarking had been approached by Commission members to gauge their interest, and as a result there were reportedly at least four individual properties that could possibly be Landmarked. Due to the fact that this process had never been undertaken before, staff recommended that only one property be Landmarked initially. Following discussion, the Commission agreed and Shirley Mattox moved the Hunt House on Algoma be nominated. Bev Harrington seconded the motion which passed unanimously. Staff indicated that due to the constraints of the schedules for the Plan Commission and the Common Council and required meeting notice dates, the Commission would have to have a special meeting to initiate the process. That special meeting was set for Monday, March 27 at 4 pm. Staff was directed to develop the application form referred to in the ordinance and forward it to the owner of the Hunt House. ADJOURNMENT There being no further business, Arlene Schmuhl moved the meeting be adjourned. Dick Rueckl seconded the motion, which passed unanimously.
