CITY OF OSHKOSH LANDMARKS COMMISSION MINUTES APRIL 12, 2006 COMMISSIONERS PRESENT: Harold Buchholz, Todd Clark, Carol Esslinger, Shirley Mattox, Dick Rueckl, Arlene Schmuhl AD HOC MEMBERS
PRESENT: None EXCUSED: Bev Harrington, ad hoc member Brad Larson OTHERS: Chuck Williams, Alex Hummel STAFF: Susan Kepplinger CALL TO ORDER Chair Harold Buchholz called the meeting to
order and a quorum declared present. APROVAL OF MINUTES Dick Rueckl moved approval of the March 8 minutes. Todd Clark seconded the motion, which passed unanimously. Dick Rueckl moved
approval of the March 27 minutes. Todd Clark seconded the motion, which passed unanimously. 2006 PRESERVATION MONTH PLANS Acanthus Awards Following discussion Arlene Schmuhl moved the
following receive Acanthus Awards as noted; Megan and Eric Hoopman for sensitive façade restoration and adaptive reuse of 415, 417 and 419 North Main Street Burns Development for
sensitive adaptive reuse of the former South Side Library building at 913 Oregon Street The Friends of the Bashford House for their efforts to prevent the demolition of the Coles
Bashford House Dick Rueckl seconded the motion, which passed unanimously. Awards will be presented by Shirley Mattox at the May 9 Common Council meeting. Historic Survey Update Presentation
Arrangements have been finalized. Emily Pettis from Mead and Hunt will be presenting information on survey findings and Joe De Rose from the State Historical Society will be providing
information on the National Register of Historic Places.
BASHFORD HOUSE UPDATE There was brief discussion regarding the recent newspaper article about the pending demolition of the property. Commissioners agreed to let Chuck Williams, a member
of the Friends of the Coles Bashford House, Inc. speak. He urged the Commission to take some action to prevent demolition of the property. Chair Harold Buchholz indicated that the Commission
was opposed to the demolition, but there was nothing the Commission could do to prevent it. Dick Rueckl observed that even if the property were Landmarked under the Ordinance, the only
thing that could happen would be delay of the demolition and the Friends had already delayed demolition for a much longer time period than the 60 day delay the Commission could impose
under the Ordinance. He also observed that the Commission had already sent a letter to the E.B. Davis Board which probably contributed to the delay that already occurred. If the Labor
of Love organization were to change their mind and agree to use the Bashford house by Wednesday the 19th, the Commission could agree to hold a special meeting to Landmark the property.
But if the Labor of Love stays with their current decision not to use the building, it would appear that Landmarking the property for further delay of demolition would be superfluous
and could jeopardize the credibility of the Commission. Harold Buchholz moved that if the Friends of the Coles Bashford House provided a commitment from the Labor of Love to use the
Bashford House by Wednesday, April 19, a special meeting of the Commission be called to consider Landmark designation of the building. Shirley Mattox seconded the motion, which passed
unanimously. ADJOURNMENT Given the lateness of the hour, Commissioners agreed to take up the balance of the agenda at the May meeting. Arlene Schmuhl moved adjournment. Dick Rueckl seconded
