CITY OF OSHKOSH LANDMARKS COMMISSION MINUTES July 5, 2006 COMMISSIONERS PRESENT: Paul Arnold, Todd Clark, Carol Esslinger, Shirley Mattox, Arlene Schmuhl. AD HOC MEMBERS PRESENT: None
EXCUSED: Bev Harrington OTHERS PRESENT: Councilor Paul Esslinger, City Forester Bill Sturm STAFF: Susan Kepplinger CALL TO ORDER Acting Chair Arlene Schmuhl called the meeting to order
and a quorum was declared present. RIVERSIDE CEMETERY CHAPEL ROOF Commissioners reviewed a DVD of the portion of the June 27 Common Council meeting involving the proposed replacement
of the Riverside Cemetery Chapel roof. Following that, staff clarified the City responsibility for maintenance of National Register listed historic properties; since no Federal funds
are being used on the project, there are no requirements of the City regarding the method of replacement or repair. Further, it does not appear that the City has any specific responsibility
under State law to maintain properties listed on the National Register, although a 30 day notice to the State Historical Society is required prior to demolition of City owned Historic
property. Commissioner Todd Clark, also a registered architect who has provided a significant amount of volunteer technical assistance to Bill Sturm on this project, pointed out that
the building had been constructed in 1920-21 and the existing tile roof is the original. Commissioner Clark addressed questions and comments made during Common Council action on this
proposed project. There was general discussion of these issues that included comments and questions by Councilor Esslinger and Bill Sturm. Supporting documentation and photographs were
reviewed. Commissioners concurred that their recommendation would be to replace the tile roof, the copper gutters and make the masonry repairs as proposed based on both the cost effectiveness
of the work as well as the historical significance of the property. Commissioners also recommended additional efforts to market the availability of the Chapel for funerals and other
events as both a service to the community and in support of tourism related activities. ADJOURNMENT Shirley Mattox moved the meeting be adjourned, Arlene Schmuhl seconded the motion,
