CITY OF OSHKOSH LANDMARKS COMMISSION MINUTES AUGUST 8, 2007 COMMISSIONERS PRESENT: Paul Arnold, Harold Buchholz, Todd Clark, Carol Esslinger, Shirley Mattox, Arlene Schmuhl AD HOC MEMBERS
PRESENT: none EXCUSED: Burk Tower STAFF: Susan Kepplinger OTHERS PRESENT: none CALL TO ORDER Chair Harold Buchholz called the meeting to order and a quorum was declared present. APPROVAL
OF MINUTES Paul Arnold moved approval of the June minutes with the correction of the spelling of Steve Wittman and Shirley Mattox moved approval as amended. Todd Clark seconded the motion,
which passed unanimously. RIVERSIDE CEMETERY Staff reported that following the Mayor’s attendance at the June Commission meeting and the Common Council Workshop on Boards and Commissions,
the Mayor had requested a memo from staff on formation of a separate Cemetery Board. Staff then arranged a meeting between the Director of the Public Museum, the Parks Director, the
City Forester (who is responsible for the staff at the Cemetery), a representative of the Convention and Visitors Bureau, and staff to discuss the matter. The consensus at the conclusion
of the meeting was that something more needed to be done to maintain, protect and make better public use of the facility and that it would not be a good idea to form another Board. Given
the current and anticipated workload of the Parks Department and Public Museum, it was the consensus that this matter be addressed by a subcommittee of the Landmarks Commission with
the Parks Department continuing to be responsible for the day-today operations of the Cemetery as they are now. This approach was reviewed by the Assistant City Attorney who felt it
would require no change in the existing Municipal Code Chapter covering the Commission. Discussion followed. Commissioners concluded that the Landmarks Commission Subcommittee would
be an acceptable approach. Chair Harold Buchholz and Vice Chair Bev Harrington
agreed to forward a memo to the Mayor providing background information, identifying issues to be addressed and making this recommendation. Todd Clark, Arlene Schmuhl, Carol Esslinger,
Shirley Mattox and Bev Harrington volunteered for the Subcommittee. E NEWSLETTER Harold Buchholz reported that he and Arlene Schmuhl had taken pictures of Prairie Style homes for the
next newsletter and he provided information to the Commission with the characteristics of this style of architecture. NATIONAL REGISTER NOMINATION TRAINING Harold Buchholz offered to
follow up on this. PLANNING CALENDAR REVIEW Commissioners agree to add consideration of budget request in April 2008. INTENSIVE SURVEY UPDATE Staff reported that the narration for the
video has been completed, including comments by Joe DeRose of the State Historical Society. OCAT staff estimates the video will be ready in about three months. LOCAL LANDMARKING Paul
Arnold reported no further contact with the current owners of the Wittman house on Hubbard. ANNUAL REPORT REPORT Harold Buchholz and Arlene Schmuhl provided a draft of the report for
Commission review. The report will be forwarded to the Common Council. REDESIGNATION OF 226 HIGH There was no action on this item. ADJOURNMENT There being no further business, Paul Arnold
