CITY OF OSHKOSH LANDMARKS COMMISSION MINUTES SEPTEMBER 12, 2007 COMMISSIONERS PRESENT: Paul Arnold, Harold Buchholz, Todd Clark, Bev Harrington, Shirley Mattox, Arlene Schmuhl, Burk
Tower AD HOC MEMBERS PRESENT: none EXCUSED: Carol Esslinger STAFF: Susan Kepplinger OTHERS PRESENT: none CALL TO ORDER Chair Harold Buchholz called the meeting to order and a quorum
was declared present. APPROVAL OF MINUTES Paul Arnold moved approval of the August meeting. Todd Clark seconded the motion, which passed unanimously. RIVERSIDE CEMETERY Staff reported
that a memo containing background information, identification of issues facing the Cemetery and a recommendation for the establishment of a Landmarks Commission subcommittee to assist
the Parks Department in addressing the issues had been forwarded to the Mayor. The Mayor is in support of this approach as opposed to development of a separate Cemetery Board. Following
discussion Harold Buchholz moved that the Commission establish a Riverside Cemetery Subcommittee to help help the Parks Department identify and address various issues that the Department
otherwise would be unable to address. Bev Harrington seconded the motion, which passed unanimously. The following Commission members will serve on the Subcommittee; Todd Clark, Shirley
Mattox, Arlene Schmuhl and Carol Esslinger. Staff was directed to work with the Subcommittee, to organize a meeting prior to the September Commission meeting and to contact the Parks
Director to inform him about the Subcommittee. Burk Tower will advise the Mayor of the establishment of the Subcommittee. MENOMINEE PARK BEACH HOUSE Todd Clark reported that the Parks
Department had funding allocated for replacement of the roof at the Menominee Park Beach House. The current roof was installed in 1981 and is not a good design from a functional standpoint
nor is it architecturally appropriate for this structure that was constructed in 1917. He shared early photographs of the building with its original roof. Todd Clark will contact Parks
Department staff to follow up. E NEWSLETTER There was no report on this.
NATIONAL REGISTER NOMINATION TRAINING Harold Buchholz reported that SHPO staff would be available September 29, October 20, November 3, or November 10. Following discussion, Commissioners
selected November 3. Paul Arnold, Harold Buchholz, Bev Harrington and Shirley Mattox are all interested in attending. Harold Buchholz will follow up on arrangements. PLANNING CALENDAR
REVIEW Staff was directed to put the issue of Commission membership on the October agenda. INTENSIVE SURVEY UPDATE There was nothing new to report on this. LOCAL LANDMARKING Paul Arnold
reported that he had contacted the owners of the William Waters home at 324 Fulton Street regarding local landmark designation. The owners are willing to participate. Paul will follow
up on this. CERTIFIED LOCAL GOVERNMENT LETTER OF INTENT Staff reported that the Commission would need to submit a letter of intent by September 14 if the Commission was interested in
applying for CLG Grant funding for 2008. Following discussion regarding eligible activities, Paul Paul Arnold moved that the Commission submit a letter of intent requesting $12,000 for
the nomination of two newly identified Historic Districts and $2,000 for an initial condition review of the structures that are contributing to the Historic Riverside Cemetery site.
Todd Clark seconded the motion which passed unanimously. ANNUAL REPORT Harold Buchholz and Arlene Schmuhl provided a draft of the report for Commission review. The report will be forwarded
to the Common Council. REDESIGNATION OF 226 HIGH Harold Buchholz indicated that the designation process should include redesignation of 226 High. ADJOURNMENT There being no further business,
