DOWNTOWN OSHKOSH BID BOARD MINUTES November 15, 2005 1 PRESENT: Norm Packer, Mark Bohrnstedt, Barbara Baier, David Sparr, Allan Martin, Megan Hoopman, and Kurt Koeppler EXCUSED: Jim

Oshkosh, Jennifer Monk-Reising, Brian Mitchell-Intergen CALL TO ORDER Chairman Packer called the meeting to order at 8 AM. POLICING/TRAFFIC/PARKING ISSUES No policing issues were identified.
MINUTES OF OCTOBER 18, 2005 Barbara Baier made a motion to approve the minutes. Kurt Koeppler seconded the motion. Motion carried with all in favor. David Sparr arrived at 8:05am MONTHLY
FINANCIAL REPORT Allan Martin made a motion to approve the financial report. Kurt Koeppler seconded the motion. Motion carried with all in favor. 2006 DOWNTOWN OSHKOSH BID BUDGET PROPOSALS
New Marketing Consortium Committee -Discussion took place regarding the proposed activities for the BID Marketing Consortium. The Consortium would take the place of the former GDOA but
would be created as a subcommittee of the BID Board. Kurt Koeppler made a motion to provide a $2500 start-up grant and then up to an additional $2500 provided as match funds. Dues and
the match structure are to be decided by the Marketing Consortium. Mark Bohrnstedt seconded the motion. Motion carried with all in favor. Project Funding for 2006 – Discussion took place
regarding additional budget details of the 2006 Operating Plan. First events were discussed. David Sparr made a motion to approve the events as follows: Noon Concert Series $4,000 Health
permit for vendors $500 Gallery Walk $1,200 Oshkosh 100 $4,000 Halloween Trick-or-Treat $2,000 Movies in the Park $7,500 Annual Meeting $800 Lights in Opera House Sq. $3,000 Our Town
$500 Waterfest $3,000 Holiday Parade $1,000 Conquer the Concrete $500 Total $28,000

meeting. 2005 DOWNTOWN OSHKOSH BID BUDGET No discussion was held on the 2005 BID Budget. CONTRACTED SERVICE’S REPORT Melissa Hunt distributed the Contracted Service Report for October
