HomeMy WebLinkAboutMinutes DOWNTOWN OSHKOSH BID BOARD MINUTES June 20, 2006 1 PRESENT: Norm Packer, Barbara Baier, Jim Stapel, Jeff Robl, David Sparr, David Hetzel, Allan Martin, Megan Hoopman, Kurt Koeppler, and Mark Bohrnstedt STAFF: Kristi Bales – Planning and Captain Scott Greuel – OPD OTHERS: Melissa Hunt – OAEDC, Rob Kleman – OAEDC, Shirley Mattox – Common Council, Jeff Bollier – Oshkosh Northwestern, Carol Nimke – Friends Unique Boutique, Pat Gellhar – Friends Unique Boutique CALL TO ORDER Chairman Packer called the meeting to order at 8 AM. POLICING/TRAFFIC/PARKING ISSUES There was some discussion about recent graffiti. MINUTES OF MAY 16, 2006 David Sparr made a motion to approve the minutes. Barbara Baier seconded the motion. Motion carried with all in favor. MONTHLY FINANCIAL REPORT Barbara Baier made a motion to approve the financial report. Mark Bohrnstedt seconded the motion. Motion carried with all in favor. 2006 DOWNTOWN OSHKOSH BID BUDGET PROPOSALS/PROJECTS Project Funding for 2006 – The organizers for the Wednesday’s Wednesday’s Farmers Market have decided to move to Opera House Square. Kurt Koeppler made a motion to insert a block ad in the Northwestern (one time only) up to $250 advertising the move for the Market. David Hetzel seconded the motion. Motion carried with all in favor. Summer Events for BID Marketing Consortium – Megan Hoopman discussed the membership funds and the current matching structure. She asked the BID Board to consider allowing matching funds to members who are necessarily in the BID but are supportive of the marketing efforts (i.e. media, banks). Kurt Koeppler made a motion to allow membership to be matched with funds for agencies that may not be within the BID. David Hetzel seconded the motion. Motion carried with all in favor. Melissa Hunt, Carol Nimke, and Pat Gellhar presented the slate of events planned for BID in the summer months – Shop Till You Drop (July 12), Free Gift Day (July 28), Pajama Game (August 4), and Family Affair Day (August 12). Barbara Baier made a motion to approve the slate of events but not to support suspension of the parking enforcement. David Sparr seconded the motion. Motion carried with all in favor. Recruitment Fund Grant Applications – No applications were presented to the Board. CONTRACTED SERVICE’S REPORT Melissa Hunt distributed the Contracted Service Report for May 2006. Jim Stapel arrived. DOWNTOWN OSHKOSH BID BOARD MINUTES June 20, 2006 2 REFUSE COLLECTION Discussions continued on refuse collection service. Kristi Bales and Melissa Hunt escorted representative from Onyx and Waste Management around the BID District earlier in the month to discuss potential options. The city requires screening of dumpsters, which would require the BID Board to maintain these enclosures in the future. Rob Kleman offered to contact Downtown Appleton and Future Neenah to discuss their procedures for refuse collection. Norm left at 9:15am. IDENTIFICATION OF AGENDA ITEMS FOR NEXT MEETING The Board asked to keep “Refuse Collection” on next month’s agenda. ADJOURNMENT The meeting adjourned at 9:25am.
