EXCUSED: Mark Bohrnstedt, Kurt Koeppler, David Hetzel, David Sparr STAFF: Susan Kepplinger OTHERS: Melissa Hunt and Rob Kleman – OAEDC, Sgt. Steve Sagmeister – OPD, Joslyn Knudsen – Marketing Consortium, Jeff Bollier – Oshkosh Northwestern CALL TO ORDER Vice Chair Megan Hoopman called the meeting to order. MINUTES OF THE AUGUST 21, 2007 MEETING Jim Stapel asked the minutes be amended to include his inquiry about the status of planning for the Main Street reconstruction project. Candace Pearson moved approval of the minutes as amended. Jim Stapel seconded the motion, which passed unanimously. POLICING/TRAFFIC/PARKING ISSUES Sgt. Steve Sagmeister reported that electronic ticketing begins tomorrow. The Department is developing a Downtown Watch program similar to the Neighborhood Watch program. Megan Hoopman noted that the BID was divided down Main Street into two patrol areas and asked if that could change. The Department is looking into it. MONTHLY FINANCIAL REPORT After a brief discussion, Jim Stapel moved approval of the financial report as submitted. Barb Baier seconded the motion, which passed unanimously. OAEDC REPORT Melissa Hunt reported the new Downtown Guide has been produced and distributed. The financials are being finalized for the Mayors Breakfast. The Marketing Consortium now has 35 paid members. Candace Pearson is the BID Board liaison to the Consortium. Megan Casper of Associated Bank is coordinating the Halloween event. The deadline has passed for Recruitment Fund Grant applications. The RFG Committee will now work on developing a grant program for physical building improvements for the balance in the fund. Miz Designs has closed. MARKETING CONSORTIUM REPORT Joslyn Knudsen reported on plans for the Holiday Event and the BID 20th Anniversary observation. Candace Pearson contacted John Casper regarding the Holiday Parade. John suggested that anyone interested from the BID Board or the Marketing Consortium join this year’s Holiday Parade Committee. PARKING SUBCOMMITTEE Jim Stapel reported that the parking subcommittee had met and determined that employees and those wanting to spend more time downtown needed parking accommodations. The recommendation of the subcommittee will be forwarded to the Parking Utility. BUDGET SUBCOMMITTEE Candace Pearson reported the committee had met twice. Priority functions and activities were identified to frame budget allocation decisions and applications for funding were developed and sent out to current BID partners. DOWNTOWN OSHKOSH BID BOARD MINUTES September 18, 2007 2 ENFORCEMENT OF RECRUITMENT GRANT REQUIREMENTS Staff reported that in the event of future business failures of the recruitment fund recipients during the grant time, staff would proceed with collecting the balance owed as follows; A letter will be sent from the BID Chair to the recipient asking for repayment and including the grant agreement. If there is no response, the matter will be forwarded to the City’s Finance Department to be handled according to the City’s normal collection process. WINTER PLANTER DECORATIONS Following discussion of the proposal submitted by Ground Effects, Jim Stapel moved that up to $2,000 be authorized to cover the cost of materials and installation for greens and dogwood twigs and two trees for the front of the Grand, providing the Grand would agree to light them. Barb Baier seconded the motion, which passed unanimously. OTHER CONTRACT ACTIVITIES – STATUS Staff reported that Ground Effects had no problems or issues to forward. TRANSFER OF PLANTS AND PLANTERS FUND TO CHRISTMAS Following discussion regarding lighting in Opera House Square, Barb Baier moved allocation of up to $3,000 for labor to remove and reinstall the lights on the linden tree, replace any non functioning light strings and reinstall. Barb further moved that the funds for this first be taken by any unused balance in the Maintenance budget and then if additional funds are needed, they come out of Christmas Lights and Decorations. 400 EAST PARKING LOT Staff reported that a meeting had been scheduled with Crispell Snyder to begin the process of finalizing the contrast. DOWNTOWN CONFERENCE Staff provided information on the upcoming Downtown Conference to be held in Wausau. Following discussion, Jim Stapel moved that the BID cover the registration expenses for up to four BID Board or Marketing Consortium members. Candace Pearson seconded the motion which passed unanimously. ADJOURNMENT There being no further business, Barb Baier moved the meeting be adjourned.
