HomeMy WebLinkAboutMinutes ADVISORY PARK BOARD MINUTES JULY 11, 2005 Present: Bill Gogolewski, Kay Hansen, Jim Michelson, Larry Pasquini, Terry Wohler Excused: Bill Akan, Bryan Bain, Ted Bowen, Jim Schwochert Staff: Thomas Stephany, Director of Parks; Vince Maas, Parks Operations Manager; Bill Sturm, Landscape Operations Manager/City Forester; Steve Dobish, Lakeshore Golf Course General Manager; Steve Ziblut, Lakeshore Clubhouse Manager/Golf Pro; Trish Wendorf, Recording Secretary Chairman Michelson called the meeting to order at 6:00 P.M. A quorum was determined to be present. APPROVAL OF MINUTES Motion by Gogolewski for approval of the June 13, 2005 minutes, as distributed. Seconded by Pasquini. Motion carried 5-0. CITIZENS’ STATEMENTS Jan Beck, 1332 Menominee Drive, stated opposition to the proposed fishing pier at the intersection of Menominee Drive and New York Avenue. She stated she is concerned about the size and location of the new pier. She stated while it is a generous offer of the Otter Street Fishing Club, she is concerned that the seagulls will become overwhelming and cause safety issues. Ruth McGinley, 1516 Menominee Drive, concurred with the statements of Ms. Beck and stated she is also concerned with keeping the natural beauty of the park and would like to keep the Miller’s Bay area completely free of any man-made structures. Gretchen Flood, 1550 Menominee Drive, also concurred with Ms. Beck’s concerns with the proposed fishing deck. She stated there are no toilets proposed or new parking spaces being made available. Helen Herlache, 1029 Hazel Street, expressed her displeasure with the continuous adding of amenities to Menominee Park. David Harrison, 716 Bowen Street, stated he has on-land storage at Miller’s Bay and has had problems with people parking in his designated parking space. He inquired if the Park Rangers could enforce the parking rules at Miller’s Bay. He also stated that he appreciates the Parks Department harvesting the weeds in Miller’s Bay and hopes the weed harvesting continues in the future. PARK BUSINESS 1) 2005 Playground Projects Mr. Stephany reiterated the proposal as stated in his memo to the Board dated July 8, 2005 (said memo on file at the City Parks office and made a part of these minutes). Mr. Maas stated he highly recommends the proposal. Mr. Sturm stated he is also in full agreement with the proposal as it would be a tight spot at Abbey Park to put in a full playground. There are nice trees and a trail that goes into the woods at Abbey Park and the City should preserve that. Discussion ensued as to children having to cross the South Westhaven Drive roadway. Mr. Stephany stated there is a crosswalk and a sign alerting the traffic to the 15 mph speed limit. Motion by Gogolewski to make a recommendation to the Council supporting that the dollars allocated for the Abbey Park playground project be split in half to be used to construct two smaller playgrounds, one at Abbey Park and the other at West Algoma Park. Seconded by Wohler. Motion carried 5-0. ADVISORY PARK BOARD MINUTES PAGE TWO JULY 11, 2005 2) 2005 Basketball Court Projects Mr. Stephany reiterated the proposal as stated in his memo to the Board dated July 8, 2005 (said memo on file at the City Parks office and made a part of these minutes). Mr. Maas stated the court at Teichmiller Park is in bad shape. Mr. Pasquini stated that Teichmiller is a good choice and that he would support the proposal. Motion by Wohler to support the spending of dollars originally allocated for a basketball court at Red Arrow Park to be spent, instead, to upgrade the basketball court at Teichmiller Park. Seconded by Hanson. Motion carried 5-0. PARK DIRECTOR’S REPORTS Mr. Stephany stated the Board is unable to discuss the Menominee Park fishing deck because it was not on the agenda for tonight’s meeting. The proposal has already been approved and the contractor is ready to begin construction as soon as the Wisconsin DNR permit is issued. 1) Aquatic Plant Harvesting in Miller’s Bay Mr. Stephany reported that the aquatic aquatic harvesting of weeds would be paid for through the Miller’s Bay revenue facilities fund. He stated this procedure would have to be looked at on a yearly basis. 2) Sawdust Days Mr. Stephany stated Sawdust Days ended a week ago and was very successful. There were some issues, but not many that involved the Oshkosh Police Department. There were some negative comments relative to the helicopter rides and they may not offer those rides in the future. As for parking, staff is looking at utilizing the softball diamond between #1 and #4 as a paid parking area, only under dry conditions, next year. He reminded the Board that next year the Circus will be coming to Sawdust Days and will be located where the soccer field is across from the former hospital. Mr. Pasquini stated he appreciated the music tents. He stated he lives by the park and parking has always been an issue, but it is something that a person/neighbor just deals with. 3) Golf Course Report Mr. Dobish gave a brief report on the golf course per the the Statement of Revenues & Expenses Through May 2005 previously submitted to the Board (said statement on file at the City Parks office and made a part of these minutes). He stated rounds are up 1,500 and on pace for 33,000 rounds. Mr. Gogolewski inquired if the aerators were working. Mr. Dobish the aerators are on different timers and go off on different times of the day and, yes, they are all working. 4) Goose Removal in Menominee Park Mr. Stephany reported the USDA rounded up 275 geese from Menominee Park on June 28th. Mr. Wohler inquired if City staff was still oiling the eggs and Mr. Sturm stated yes, that is part of the process. ADVISORY PARK BOARD MINUTES PAGE THREE JULY 11, 2005 BOARD MEMBERS STATEMENTS 1) Gogolewski/CIP Park Projects – Rainbow Park Mr. Gogolewski stated he would like a GIS map of Rainbow Park showing the layout of the amenities. Ms. Wendorf stated she would have some made available for the next Board meeting. 2) Gogolewski/Rainbow Park Boat Launch Maintenance Mr. Gogolewski stated there are about 25 geese that camp out at night on the launch docks at Rainbow Park and someone needs to clean up after them daily. Mr. Stephany stated he has advised the Park Rangers that they need to clean the launches when doing their route work. ADJOURNMENT There being no other business, Motion by Wohler to adjourn.
