RE: Amendment to Engineering Services Agreement for Gas Venting Project at Quarry
Park Landfill / AECOM
The Department of Public Works awarded a contract to AECOM (former STS Consultants) for
design engineering at the Quarry Park Landfill located on Knapp Street in October of 2009.
This agreement was amended in February to include construction management services for a
total estimated cost of $204,800. The bid for this project was awarded in February and the
majority of the construction is expected to be completed by the end of May.
This project was expedited to minimize the impacts from handling garbage in a residential
neighborhood. Since limited historical data was available regarding the actual location of the
former stone quarry boundaries, the plans needed to be revised during construction to match
conditions as determined on the site. Additionally, project complications with the landfill cover
(excessive cover and wood debris) were discovered during various excavation operations.
Finally, increased consultant services were also utilized for communication with the WIDNR and
for inspection of the vent pipe installation. The cost for these additional engineering services is
estimated not to exceed $70,500 (total contract cost = $275,300). Funding is included in the
Property Improvements Section of the 2010 Capital Improvement Program.
Section 12- 10(D)(5) of the Municipal Code provides that professional services of a specialized
nature, including engineering services, may be approved by the City Manager without the use of
formal, sealed quotes. In accordance with 12 -10(E) of the Code, I am hereby submitting this
report regarding this contract award.

RE: Amendment to Agreement for Engineering Services for Jackson Street — Murdock
Intersection Project/ AECOM
Engineering staff requested a proposal from AECOM of Oshkosh, WI, for monitoring and managing
contaminated soils during the construction. AECOM was selected due to their familiarity with the
contamination in the area and ability to be onsite as needed.
The original proposal amount was for $21,200. During construction significant additional areas of
contamination were discovered requiring additional time, documentation and oversight. The revision is an
increase of $7,000 bringing the total fee to an amount not to exceed $28,200. Funds for these services
are available in the 2010 CIP under the Jackson / Murdock intersection construction.
Section 12- 10(D)(5) of the Municipal Code provides that professional services of a specialized nature,
including engineering services, may be approved by the City Manager without the use of formal, sealed
quotes. In accordance with 12 -10(E) of the Code, I am hereby submitting this report regarding this
contract award.

RE: McKinstry Energy Consultant Services Agreement- EECBG Projects
As you may recall the City of Oshkosh has utilized McKinstry to conduct an initial facility
improvement measures (FIM) matrix of our municipal buildings as part of a $634,000 Energy
Efficiency and Conservation Block Grant (EECBG) received through the Department of Energy.
Per your direction, and in concert with the EECBG guidelines, this matrix has been prioritized by
payback, seeking to maximize the full grant dollars for energy conservation and efficiency
strategies for our facilities. This initial work with McKinstry was completed for $18,385.
McKinstry has identified various FIM's we hope to pursue including lighting improvements,
building envelope improvements, water conservation measures, vending machine controls, direct
digital controls, high efficiency motor implementation and steam trap replacement. A proposal
was solicited from McKinstry to continue the final two phases of this project which include:
• Continue FIM Refinement Phase, final audits, establish overall project budgets, develop
implementation timeframes and associated strategies for an estimated cost of $12,250;
• Coordinate Procurement, Administration & Implementation Phase to include preparing all
bid packages, developing procurement bundles, conducting post -bid analysis, providing
recommendations for award, providing all on -going contract administration, providing
contractor coordination and oversight for an estimated cost of $25,400.
The FIM Refinement Phase is anticipated to be completed by mid June. The Procurement Phase
is expected to be ready to be sent out for bids by early August. The Administration and
Implementation Phase should be well underway by mid August and be completed by November.

accordance with 12 -10(E) of the Code, I am hereby submitting this report regarding these energy
consultation services. All of these services will be funded through the EECBG grant of $634,000
of which the most recent installment was received by the City on March 12, 2010.
