HomeMy WebLinkAboutBOH Minutes 10-21-09 OSHKOSH BOARD OF HEALTH MEETING MINUTES October 21, 2009 Members Present: Jamie Bonell, Stan Kline, Christine Kniep, and Susan Panek Members Absent: Harold Buchholz; Eileen Scalise; and Mardell Sowers Staff Present: Mark Ziemer, Interim Health Director; Mark Rohloff, City Manager; Lynn Lorenson, City Attorney; and Mary Capen, Recording Secretary The Oshkosh Board of Health Meeting was called to order at 7:36 a.m. on Wednesday, October 21, 2009, in Room 404 of City Hall by Chairperson Stan Kline. Motion Chairperson Kline called for approval of the August 26, 2009 Meeting Minutes. : SecondVote Bonell; : Kniep; : Unanimous. Introduction of Interim Health Director Introductions were made around the table with members offering insight as to their backgrounds and the length of time they have served on the Board. Health Services Division – status City Manager Mark Rohloff explained that he chose Mark Ziemer because of his organizational skills and ability to handle multiple projects. With Paul Spiegel’s retirement City Manager Rohloff felt obligated to revisit and review the possibility of merging the City Health office with the County Health office. The county’s decision to move their offices into the city removed one of the roadblocks to the merger as City Manager Rohloff stated he would not ask city residents to travel outside the city to seek services. A few items mentioned that would need to be worked out: Winnebago County Health office is a level 3 whereas the Oshkosh Health office is a level 2; only county residents can be appointed to the County Board of Health. Fisk-Gallup Trust Fund After reviewing the changes to the report, it was noted that a yearly comparison would be helpful as well as including statistics for prior years in the paragraph at the bottom of the report. Director’s Update Chapter 6 – Animal — City Attorney Lynn Lorenson explained there are minor  changes to be made, due to time conflicts with other departments this was temporarily set aside. The City Attorney’s office will move the revision of Municipal Code Chapter 6 forward. H1N1 Update — The 2-1-1 Flu Locator is up and running. H1N1 vaccine is being  given to Emergency Responders, School Nurses and other Heathcare workers. Calls are being made to Long Term Care facilities and Day Care providers to see if they will be ordering vaccine and vaccinating their employees or if they would OSHKOSH BOARD OF HEALTH MEETING MINUTES October 21, 2009 Page 2 need us to take care of that on their behalf. Most of the larger facilities will be taking care of their own. Menominee Park Beach Testing — UW-O will continue to monitor the water  quality in 2010 for a minimal fee of $250. Retail Food Inspections Licensing – IT program — City Attorney Lorenson  explained there will be dual entry for a short time. Laptops are needed for the Sanitarians before they can enter inspection data while in the field. The inspection results will not go on the website until there is one years worth of inspections in order to allow each establishment to be inspected. Community Health Improvement Process (CHIP) — meetings and progress  continue. thththth 2010 Meeting Dates — February 24, April 28, June 30, August 25, October  thth 27, and December 15 meeting dates were approved for 2010. Board Member comments or Concerns Chairperson Kline wanted it noted that the City Health office has good staff. Christine Kniep would like the staff to be kept informed so that they are not left to wonder what is happening to them with regards to a possible merger. It was noted that the county has more personnel whereas the city has more responsibility (Weights & Measures).
