RE: Change Order #4 for Public Works Contract No. 08 -05; Water Filtration Plant
Modifications and Demolition Project
BACKGROUND
Change Order #4 for Contract 08 -05 is scheduled for consideration by the Common Council at the May
11th meeting. This contract was awarded to Miron Construction Co. Inc. of Neenah, WI. on May 27,
2008. These changes are due to site conditions that have been found in the field to be different than, or
not shown on existing site plans and opportunities identified during construction that can add value to the
project. These prices reflect estimated time and material costs and will be adjusted to reflect the actual
cost of the work once it is completed. A final adjustment will be done at the end of the contract on these
items. These adjustments will be noted on items where they are being made. The project is
approximately 98% complete at this time.
ANALYSIS
4a Demolish Well like Structure- This was abandoned in place from old plant structures and needed
to be removed to allow for process piping to be installed.
4b Modification to Manhole 100- The cone section of this storm water manhole needed to be
replaced to make the proper connection from the Water Filtration Plant storm sewer.
4c 24" RW Valves Low Lift Pump Station — This is additional work related to the installation of the 24"
raw water intake valves due to high water in the shore well and the need for additional pumping.
4d Low lift Pump Station Backflush Line Valves- These valves were to be left in place but were in
poor condition and not needed so they were removed and replaced with new piping spool pieces.
4e Thrust Block and Pipe Removal — During the removal of a 24 inch line a concrete thrust block
was encountered that had to be removed to allow for the installation of the 36 inch line.
4f Safety Nosing Elevation Difference- A yellow safety nosing was included on the bottom
concrete step that was added to match the elevation of the existing floor in the low lift pump
station.
4g Excess Trench Water Investigation - Excessive water was encountered during the installation of
the 30 inch water line and additional excavation was done to try and determine the source.

4h Rebar Interference- Additional rebar was needed in a small area of the Low Lift Pump Station as
the result of the reuse of the existing shore well structure under the new building.
4i Ductbank Elevation Credit- This credit is from a section of the electrical ductbank that was
constructed with an elevation error by the contractor. This elevation change does not affect the
functionality of the ductbank or the drainage in that area.
4j Revised Fence and Tree Plan Credit - The fence location was adjusted and plantings removed.
This will allow for revising the site landscaping plan in consultation with the home owners on
Washington Ave.
4k Relocate Existing Hand Hole- This existing electrical hand hole for plant yard lighting was
relocated because it was close to the edge of the blacktop and could interfere with snow plowing.
This also allowed for the replacement of some old cracked conduits.
41 Additional Length of 30" Pipe- The 30" backwash water supply line was extended to move it
further away from the building to make it easier to do work in this area in the future.
4m Low Lift Pump Column Linkseals- The original pump shafts in the existing structure were larger
than the replacements and linkseals needed to be added.
4n Pipe Concrete Encasement Removal- An existing 30 inch line was encased in concrete at the
connection point of the new 30 inch line and the concrete needed to be removed prior to the
connection.
These changes were reviewed by CH2M Hill our consultant on the project and the costs related to these
changes were reasonable based on their experience with similar work.
FISCAL IMPACT
The estimate for this project was $9,005,950.00.The total project cost including this change order for
$25,002.00 is $8,139,940.52 which is $794,007.48 under budget. Funds are available in the 2008
Property Improvements Section (Water Utility Funds) of the Capital Improvement Budget.
RECOMMENDATIONS
I recommend approval of Change Order # 4 to Contact No. 08 -05 in the amount of $25,002.00 to Miron
Construction Co. Inc.
