HomeMy WebLinkAbout10-156MAY 11, 2010 10 -156 RESOLUTION (CARRIED 7 -0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE AND SUBMIT WATER PROGRAM ANNUAL REPORT INITIATED BY: DEPARTMENT OF PUBLIC WORKS BE IT RESOLVED by the Common Council of the City of Oshkosh that the Storm Water Program Annual Report, having been reviewed, is approved, and the proper City officials are authorized and directed to submit the Report to the Department of Natural Resources. ( 0 OIHKOIH ON THE WATER Til Wile] 0 k I Bill N DATE: TO: FROM: RE: BACKGROUND May 6, 2010 Honorable Mayor and Members of the Common Council James E Rabe, Civil Engineer II Wisconsin Department of Natural Resources Municipal Separate Storm Sewer System Annual Report The City of Oshkosh received coverage under the Wisconsin Department of Natural Resources Municipal Separate Storm Sewer System (MS4) General Permit on January 2, 2007. This permit requires the City to comply with the following six minimum control measures (as mandated by the Federal Clean Water Act, and Environmental Protection Agency): 1. Public Information and Education Plan 2. Public Involvement and Participation Program 3. Illicit Discharge Detection and Elimination Program (including new or revised ordinances) 4. Construction Site Pollutant Control Program (including new or revised ordinances) 5. Post - Construction Storm Water Management Program (including new or revised ordinances) 6. Pollution Prevention Program (Prevent pollution from the daily operations of the City) The Storm Water Utility Committee reviewed the Annual Report and recommended approval, with revisions as discussed during the meeting, at their May 6, 2010 meeting. ANALYSIS The annual report contains information on the activities performed by the City of Oshkosh in compliance with the MS4 Permit requirements. This report includes summary outputs from the City's MS4 Permit Tracking Software (ASIST) and a completed DNR form. City staff has more details available for the DNR, should they be requested. FISCAL IMPACT There is no anticipated fiscal impact from the approval of this resolution. RECOMMENDATION Staff recommends approval of the resolution. However, as of January 1, 2010, responsibility for erosion control administration and enforcement for commercial building sites was transferred from Commerce to the Department of Natural Resources.
