FOR A MOBILE LEAF BLOWER AND EQUIPMENT FOR STREET DIVISION ($32,230.00) INITIATED BY: PURCHASING DIVISION WHEREAS, the City of Oshkosh has heretofore advertised for bids for one (1) mobile leaf blower and equipment for Street Division; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: STEPP EQUIPMENT CO. N58 W14810 Shawn Circle Menomonee Falls, WI 53051 Bid — American Road Machinery Model 1500 $32,230.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Box 1 130 Oshkosh, City Of Oshkosh 549 -1 -1 30 0 Of HKQIH TO: Honorable Mayor and Members of the Common Council FROM: Jon Urben, General Services Director DATE: May 3, 2010 RE: Mobile Leaf Vacuum /Blower BACKGROUND The Street Division is adding a mobile leaf vacuum/blower to their fleet. This additional unit will be mounted on the front of an existing truck and will allow the Street Division to be more efficient during leaf collection operations. Council approved the allocated $40,000 for this unit in the 2010 CIP budget. ANALYSIS Working in conjunction with the Street Division, Purchasing reviewed and prepared proposals seeking vendors for this unit. Bids were received on March 11, 2010 and the bid tab is attached. The Street Division and Purchasing reviewed both bids. While both bids met our minimum specifications, the Street Division's discussions with the Dinkmar bidder concluded their leaf vacuum /blower unit was primarily designed to be mounted on a pull- behind trailer which they proposed to modify to meet our needs to be truck - mounted. Our review concluded their modifications have presented several maintenance and operational issues that we believe limit its consideration for this bid, including: • An elevated front unit that limits and/or obscures operator visibility of the vacuum area; • A design that requires full removal of the unit's front end for any motor maintenance; • Vacuum snorkel framework that has very limited curb and ground clearance. Conversely the review of the American Road Machinery unit did not raise any concerns and met our minimum specifications. FISCAL IMPACT This unit will have a total fiscal impact of $32,230. This item was budgeted in the 2010 CIP Budget at $40,000. Funding for this item would be charged to the Street Division CIP account: 323 - 0430 - 7204 - 06007. RECOMMENDATION Purchasing recommends the Common Council award the mobile leaf vacuum /blower bid to Stepp Equipment Company for $32,230.
