PURPOSE: APPROVE BUDGET ADJUSTMENT TO ALLOCATE
GRANT FUNDS RECEIVED FROM THE WISCONSIN DNR
IN THE AMOUNT OF $23,638 TO CONTROL WEEDS IN
MILLER'S BAY
INITIATED BY: CITY ADMINISTRATION
WHEREAS, on January 8, 2008, the Oshkosh Common Council approved the
submittal of grant application to the State of Wisconsin Department of Natural
Resources for Aquatic Invasive Species Control in Miller's Bay; and
WHEREAS, due to unforeseen circumstances the required grant reimbursement
request was not filed until February 2010; and
WHEREAS, the final Wisconsin DNR grant reimbursement request was
approved by the Wisconsin DNR and in March 2010 the grant sum of $23,638.35 was
received by the City of Oshkosh; and
WHEREAS, it is necessary for the City to carry out its responsibility of an aquatic
invasive species control project in Miller's Bay and the grant monies received are
appropriate for this purpose.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are hereby authorized and directed to use the
grant funds received by the Wisconsin DNR for the purposes of the aquatic invasive
species control project; and
Funds for this purpose are appropriated from:

RE: Budget Adjustment for Miller's Bay Weed Control
BACKGROUND
The City of Oshkosh has a long history of weed control in Miller's Bay to accommodate the use of the
boat launch, mooring plugs and navigation channels out of Miller's Bay. In 2008, the Parks Department
initiated an aquatic plant management planning project for Miller's Bay by hiring Onterra, LLC'Lake
Management Planning from De Pere, WI. Parks Department staff worked with Onterra to draft an
aquatic plant management plan for Miller's Bay which was presented to the Parks Advisory Board on
April 13, 2009. With the Park Operations Manager and the Parks Director position vacancies that
occurred shortly thereafter, the draft plan stalled'until earlier this year. Bill Sturm and I met with Tim
Hoyman from Onterra earlier this spring and discussed updates and revisions to the draft plan and we are
expecting an updated draft plan in the next week or so.
In 2008, the City received a $25,000 Aquatic Invasive Species grant from the Department of Natural
Resources to treat the weeds in Miller's Bay. The City utilized $23,638 of the $25,000 grant to treat
weeds. As a result of the staff vacancies in the Parks Department, the grant reimbursement documents
were not submitted to the DNR until earlier this year. The City received the reimbursement check in the
amount of $23,639 back in March: these funds were not anticipated in the 2010 budget.
On March 1, 2010, I attended the Sustainability Advisory Board (SAB) meeting to discuss the draft plan
from Onterra as well as the weed issue in Miller's Bay. The SAB recommended that chemical use in
2010 be limited to an as- needed basis and restricted to isolated areas necessary for effective boating. On
April 12, 2010, Bill Sturm reported to the Park Advisory Board that a limited approach of chemical
treatment of the weeds in Miller's Bay would take place in 2010.
ANALYSIS
Parks Department staff and Onterra continue to work on finalizing the aquatic plant management plan
for Miller's Bay. The plan will include potential weed control options to be considered for the future in
Miller's Bay. Until the plan is completed and approved and the various options are considered, -staff is
recommending a limited approach of chemical treatment of the weeds in Miller's Bay similar to what
has been done in the past. The area around the boat launch and mooring plugs as well as the navigation
channel out of the Bay will be treated this spring. Monitoring of the weeds will take place as to whether
or not another treatment will be necessary.
FISCAL IMPACT
The fiscal impact in 2010 to the City is not to exceed the $23,638 grant reimbursement that was received
earlier this year. Funding for this project will come from account 255 -0610- 6401 -11426 Contractual
Services /Miller's Bay.
RECOMMENDATION
Staff recommends the Common Council authorize the use of the $23,638 grant reimbursement for weed
control in 2010 in Miller's Bay.
