HomeMy WebLinkAboutMeeting Summary (2) City of Oshkosh Division of Inspection Services PO Box 1130 Oshkosh, WI 54903-1130 (920) 236-5050 (920) 236-5084 FAX Advisory Committee on Inspection Services Summary of January 7, 2009 Meeting Present: Allyn Dannhoff, Jason Geffers, Tom Karrels, Jeff Rasmussen, Dan Shea New Members: Tony Cook, Deb Lederhaus, Ryan Olson, Del Tritt Absent: None Meeting commenced at 2:00 PM Allyn introduced the new members and gave each member a copy of the Inspection Services Division Handbook. Invitation to Participate in Local Code Review Process Allyn gave the floor to Jackson Kinney, Director of Community Development, who discussed his memo of October 23, 2008 regarding the Design Issue in the Near East Neighborhood and reviewing General Code Issues. He suggested and asked the Advisory Committee if they would be willing to act as the nucleus for a Code Review Committee to review and provide insight on the City’s Nuisance Ordinance as it relates to maintenance issues, the Minimum Housing Code which applies to rental property and Building Codes that apply to 1&2 Family Homes built prior to the State UDC Code that went into effect June 1, 1980. He asked the Advisory Members if they would think it over and get back to Allyn Dannhoff with their answer. Mr. Kinney explained that he anticipated this committee would meet once a month for about 1 ½ hours for most of this year with member of the Dept. of Community Development Divisions (Inspections, Planning and Health) as well as individuals that were being approached to represent the Realtor, Landlords and Tenants. He stressed, staff would do the leg work and present information for their review, insight and comment. The end result of the project would be recommendations being made to Council on any need for changes to these codes. The first meeting will be in February. Jackson also discussed comments that are heard from time to time that it costs more to build in Oshkosh than surrounding communities. He presented an idea of having round table discussions with area building contractors, developers and engineers for feed back on this issue. The Committee members felt this was an approach that might be helpful in gaining feedback and insight. Review Minutes of October 1, 2008 The minutes were approved, no concerns or changes noted. Winter 2009 Newsletter, 2009 Work Plan and 2009 Permits Summary Report Allyn handed out to each member the Winter 2009 Newsletter, 2009 Work Plan (an overview of the Inspection Services Division) and a copy of the 2008 Permit Summary Report. He asked them to e-mail him if they had any comments or suggestions. Emergency Illumination Policy/Procedure Revision Allyn discussed briefly the modifications to the Emergency Illumination Plan Submittal policy and the added “Points to Consider” section. He commented one of the most significant changes was pointing out that it should be the responsibility of the Developer and Architect to design the Emergency Illumination Plan. Discuss/review issues/concerns committee members are aware of One issue of concern was mechanical screening. There was some question as to where and when screening was required. Allyn stated that Planning is responsible for administering the Screening Standards and that Planning has been reviewing concepts for alternate rules on this topic. Allyn advised the Committee that the 2009 Budget did not include any provisions to enact any fee increases in 2009. As a result he did not believe there would be any movement to adopt increases to go into effect during 2009. Rather, he would be researching fees again this year and making recommendations for suggested fee increases for no earlier than January 1, 2010. Discussion was held about if the City of Oshkosh had Building Code jurisdiction over County and State Buildings. Allyn stated that we only have jurisdiction over County owned buildings housing non-mandated services. Suggestions for future meetings – Next meeting is scheduled for April 1, 2009. One topic of interest was the updates to any state code updates/modifications. Allyn asked Members to e-mail him with topics for discussion at the next meeting.
