Summary of April 4, 2007 Meeting
Meeting commenced at 2:05 PM.

REVIEW MINUTES OF JANUARY 3, 2007
The minutes were approved.
Allyn introduced James Rabe and Laura Nowicki from the City Engineering Department. An
information packet was handed out to Committee Members present regarding storm water erosion
control regulations. They provided copies of correspondence that will be mailed to local
contractors, developers, excavators regarding erosion control practices. Mr. Rabe reiterated the
importance of contractors following erosion control regulations with regard to (1) tracking pads
(2) inlet protection and (3) trench filter bags (for trench dewatering.) Discussion was held about
who Correction Notices should be sent to when violations are observed.
Mr Rabe stated that the standards are basically the same for commercial and 1 & 2 family homes.
He stressed the importance of the Plan Review for Storm Water Management and the
responsibilities of maintaining the site between general and final stabilization.
WINTER 2007 NEWSLETTER
Allyn asked if everyone had received a copy of the 2007 Newsletter, which was either e-mailed
or faxed. Some members did not remember receiving the newsletter. Allyn asked them to check
and see if they did and if not, to let the office know and he would have one sent out to them.
There was discussion about the foam insulation in roof assemblies. Allyn advised the committee
that Inspections follows the State regulations. It was agreed that it would be best if the State
could provide some clarifications, direction regarding this subject.
PERMIT & INSTALLATION REQUIREMENTS FOR DISHWASHERS
Background information was provided regarding the memo discussing the permit requirement for
replacement dishwashers. Replacement dishwashers are required to be installed by a licensed
plumber with an electrical contractor performing the reconnection to the power supply unless the
work is performed by the owner-occupant of a single family home. A permit is required to
replace the dishwasher and an EIV form must be completed indicating who will perform the
electrical installation.
ELECTRICAL MAINTENANCE LICENSE AND PERMIT PROGRAM
There was some discussion regarding the draft letter to Electrical Contractors. A modification to
the last paragraph of the draft was proposed.
COUNCIL WORKSHOP – CODE COMPLIANCE SURVEY
Allyn handed out responses from the Advisory Committee and Inspection Staff on the Code
Compliance Survey. He also advised the Committee that he and Jackson Kinney are planning a
workshop with the Council Members, which will probably be in June. He requested that as many
of the Advisory Committee as possible try to attend this meeting as a show of support. He also
stated that he and Jackson Kinney would meet with the surrounding communities to compare
notes on their approaches to various code issues. The State Safety & Buildings Division has been
contacted about conducting audits of the various inspection and plan review programs the
Division administers.
DISCUSS/REVIEW ISSUES/CONCERNS OF COMMITTEE MEMBERS
An inquiry was made about the what Sprinkler code is in effect. Allyn advised that the Inspection
Division adopts State Building Code, which makes reference to other national codes. A
discussion was held about the City’s Fire Code adopting codes that might not be consistent with
the State Building Code and the concerns with this. Allyn explained this has been brought to the
appropriate City employees attention for action. Additional discussion was held regarding the
various code issues that have an effect on calculating occupancy capacities.
An inquiry was made about what general time frames it takes to go through the process of getting
zoning, planning, etc approval. The committee was advised that all City offices have their time
frames, but if the plans submitted are not complete or thorough review times will be longer due to
missing or incomplete information.
Allyn pointed out that there seems to be a lack of review of the conditions of approval contained
in the plan review letters. Inspections are revealing that designers and contractors are not making
the necessary changes that are identified in the plan review letters.
Allyn also distributed some reading material regarding the nightclub fire in Rhode Island that he
had gotten from his Conference in Wisconsin Dells at the end of March. He felt that it was
interesting and informative and thought it might be interesting for the Committee to read.
TOPICS SUGGESTED FOR THE NEXT MEETING
The next meeting is scheduled for Wednesday, July 11. Allyn will try to have a rough sketch of a
modified fee schedule - project based vs value based for this meeting. He also asked the
Committee Members to let him know if there are topics they would like to have on the agenda.
