HomeMy WebLinkAboutped bike plan update 04.01.10City of Oshkosh - D 215 Church Avenue of Comm hkosh, WI 54901 4 OfHKOfH ON THE WATER 236 -5055 (920) 236 -5053 MEMORANDUM TO: Darryn Burich, Director of Planning Services FROM: David Buck, Principal Planner DATE: April 27, 2010 RE: Bicycle/Pedestrian Circulation Plan Update Project History • Project kicked off in 2009 to determine the scope, timeline and responsibilities of parties involved • The first of two Steering Committee meetings was in June, 2009 creating the vision, goals and objectives for the plan. • The first of two Public Informational meetings was held in August, 2009 to identify priority corridors, origins and destinations, trouble spots as well as discuss how citizens feel the system should work. • Hard copy and online surveys were established to gather specific community bike and pedestrian information. • Community outreach in the form of presentation boards /display at various events in October and November highlighting the potential for Oshkosh as a bike /pedestrian friendly community and promoting response to the survey. • A plan draft was received by the City from the consultants in February, 2010. It was distributed to the Stakeholder /Steering Group for initial review and comment meeting on February 25, 2010. • The Stakeholder /Steering group meeting took place at the end of February, 2010 which focused on discussion of initial impressions of the general document and hopes /concerns with the plan. It was determined at this meeting that a series of meeting will be necessary to fully review the plan and make changes. • The Stakeholder /Steering group met again in late March, 2010 and focused on the road diet versus the shared roadway (sharrows) concepts, placement of routes, proposed and alternative routes and the pedestrian element in the plan draft. Continued Process • Next Steering Committee meeting will be scheduled for mid April, 2010 to further discuss the plan draft. Once Steering Committee has been able to digest /revise /prioritize recommendations of the plan draft, the draft will be amended and another Public Information Meeting will be scheduled for final draft plan presentation and review. The final draft plan will then go before the City's Park's Advisory Board, Traffic Review Advisory Board, Sustainability Advisory Board and Plan Commission for presentation and recommendation. Comments from the public informational meeting will be presented to these bodies. The final draft plan will then be presented to the Common Council (likely including a workshop) for review and adoption. Comments from the public informational meeting and City boards /commissions will be presented.
