Rohloff, City Manager DATE: April 21, 2010 / RE: Agreement for Engineering Services for 2010 Sanitary Sewer Manhole Inflow and Infiltration Observations / McMahon, Engineers /Architects Engineering staff requested a proposal from McMahon of Neenah, WI, for sanitary sewer manhole observations. The proposed observation locations are those identified in last year's study with the highest clear water inflow and infiltration into the sanitary sewer system. A proposal was requested from McMahon due to their performing the initial Inflow and Infiltration Study last year. Engineering staff have reviewed the proposal and costs. The service to be provided is observation and documentation of approximately 1,100 sanitary sewer manholes. The proposed fee is not to exceed $82,800. Funds for these services are budgeted in the Sanitary Sewer section of the CIP. Section 12- 10(D)(5) of the Municipal Code provides that professional services of a specialized nature, including engineering services, may be approved by the City Manager without the use of formal, sealed quotes. In accordance with 12 -10(E) of the Code, I am hereby submitting this report regarding this contract award. Please advise me if you have any questions concerning this contract award. Rohloff, City Manager r DATE: April 21, 2010 RE: Agreement for Construction Management of Utility Relocation and New Installation as Part of the Expansion of US Highway 41 / Gremmer & Associates, Inc. Engineering staff requested a proposal from Gremmer & Associates, Inc. to perform construction observation services for relocation of the water main crossing US Highway 41 at 9" Avenue and sanitary sewer and water main extension on Koeller Street south of 9' Avenue, City Contract 10 -01. A proposal was requested from Gremmer & Associates, Inc. due to their involvement and familiarity with the US Highway 41 project and City design /construction requirements. Gremmer & Associates, Inc. completed the utility relocation plans and specifications for City Contract 10 -01. Engineering staff have reviewed the proposal and costs. The service to be provided is full time construction observation and documentation. The proposed fee is not to exceed $86,694. The WisDOT will reimburse the City for 90% of the costs associated with utility relocation work required by the USH 41 work. Approximately $25,000 of this agreement will be reimbursed by the WisDOT. In addition, the City is installing new pubic sanitary sewer and water main in Koeller Street. This work is not eligible for cost sharing with the WisDOT. The remaining cost of the agreement, approximately $61,694, is related to new utility installation and is the responsibility of the City. Funds for these services are budgeted in the Sanitary Sewer and Water Main section of the CIP.
