HomeMy WebLinkAbout10-140APRIL 27, 2010 10 -140 RESOLUTION (CARRIED 7 -0 LOST LAID OVER WITHDRAWN ) PURPOSE: ACCEPT DONATION / OSHKOSH GIRL'S FAST PITCH CLUB / MENOMINEE PARK DIAMOND #4 / BACKSTOP & FENCE INITIATED BY: PARKS DEPARTMENT WHEREAS, the Oshkosh Girl's Fast Pitch Club would like to donate a backstop and sideline fence to be constructed at the Menominee Park Diamond #4 site; WHEREAS, it is appropriate for the Common Council to acknowledge and accept such donation; WHEREAS, §62.15 of the Wisconsin Statutes allows municipalities to accept the donation of materials and /or labor for public construction as an exception to the requirements of the public bidding statute; and WHEREAS, the Oshkosh Girl's Fast Pitch Club and the underlying donors will contract with Rammer Fence, Inc., for the construction of a backstop and sideline fence at said park site. Said project costs not to exceed $10,000.00. NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of Oshkosh that the city acknowledges with deep gratitude and appreciation the generous donation from the Oshkosh Girl's Fast Pitch Club of the backstop and fence to the Menominee Park Diamond #4 site and the proper City officials are authorized and directed to take those steps necessary to accept these and acknowledge donations. BE IT FURTHER RESOLVED that the appropriate city officials and staff are hereby authorized and directed to coordinate and cooperate with the Oshkosh Girl's Fast Pitch Club and other partners in the construction of the backstop and sideline fence project. City of Oshkosh Parks Department 805 Witzel Ave., PO Box 1130 Ray Maurer Oshkosh, WI 54903 -1130 Director 01HKO.IH (920) 236 -5080 (920) 232 -5316 FAX ON THE WATER TO: Honorable Mayor and Members of the Common Council FROM: Ray Maurer, Parks Director DATE: April 21, 2010 RE: Menominee Park Ball Diamond #4 Fencing Donation BACKGROUND Parks Department staff has been working with the Oshkosh Girl's Fast Pitch Club to identify improvements necessary at various softball /baseball fields to allow for expanded league and tournament play. At this time, most softball tournaments are held at the Reetz Fields at Menominee Park. To avoid conflicts with Recreation Department league play and in case of inclement weather delays, Menominee Park Diamond 44 was identified as a field that could be utilized for more tournament games. However, the backstop at Diamond 44 is in need of replacement. ANALYSIS The Oshkosh Girl's Fast Pitch Club received a proposal from Rammer Fence, Inc., Oshkosh, to install a new backstop and sideline fence. The proposal is for black vinyl coated chain link fence which is more aesthetically pleasing than standard galvanized chain link fence. This is also similar fencing that the City has installed at Red Arrow Park ball diamonds. The Girl's Fast Pitch Club would pay Rammer Fence, Inc. directly for the fence installation and then donate the project to the City's Parks Department, The Parks Department would assume responsibility and future maintenance for the fence similar to all other ball diamonds in the city. In discussions with Rammer Fence, Inc., it was determined that the fence project could be completed in two days (Friday and Saturday) so there would be no interruption to league play on Diamond #4. If for some reason the project could not be completed in those two days, it would be accomplished over two consecutive Friday's and Saturday's; again, there would be no interruptions to league play. FISCAL IMPACT The Girl's Fast Pitch Club will be paying the entire approximate $10,000 cost of this project directly to Rammer Fence, Inc. and then donating the project to the City's Parks Department. No cost to the City. RECOMMENDATION Staff recommends the Common Council accept the donation of the fence project at Menominee Park Diamond #4 from the Oshkosh Girl's Fast Pitch Club.
