I am looking at Friday the 30th of this month in the late afternoon/early evening (between 430 and 730) to have a photographer come take some pictures of him. I will, of course, clean up after him, and make the session as quick as possible, and we will be as delecate in the park as possible. Rest assured, this horse has been in many parades and other large events, so a loose horse in Oshkosh will definitely not be a foreseeable event! Last year, the walk -a -thon raised over $1,000.00 to support the Oshkosh Area Humane Society and reading programs for Oaklawn students. Please discuss and approve this request for City Services Assistance at your next council meeting. The event is being organized by Wheel & Sprocket, with help from Oshkosh Cycling Club. It will happen on May 22, 2010. See event details attached. The primary purpose for this event is to help raise money for the YMCA Strong Kids Campaign - a fund used to help kids participate in YMCA programs regardless of means. Along with helping underprivileged kids, it will be a family friendly event that brings families and our community together for a good cause in a healthy activity. Of course, as with all of our events, we hope to foster more bike safety, more participation in our sport, and a more bike friendly community. The request is needed this year because this year's short route goes through a neighborhood inside Oshkosh city limits. I consulted with Special Operations Officer Matt Harris to make sure the route is OK from his perspective. He gives it the green light. He also indicates he can provide personnel in the 4 key intersections needed. Last year's rout went into the country and was too challenging for some of our short route participants. We based this on feedback from moms and grandmas over the last two years. Now it is more "Kid and Family Friendly ". It is only 5 miles (4.5 really, shhh). See attached. It offers less challenge for those who need it, and those who want to go further can do more loops. Ten out of ten moms agree this is better. Reduced speeds and greater proximity to the Y will also make it safer. Another benefit is it offers more opportunity to practice new bike safety skills that they just learned in "OPD's Bike Rodeo -Bike Safety Clinic" which is also a new part of this event. The plan for the procession is. to follow the same route and use the same assembly areas utilized in previous years. Assembly areas would be within an area bordered by Church Avenue to the North, Division Street to the east and Algoma Boulevard to Jackson Street. Units would begin to assemble by approximately 8:00 AM. The Procession route would start at the intersection of Algoma Boulevard and Jackson Street and proceed on Algoma Boulevard to Riverside Cemetery. The Procession is scheduled to begin at 9:00 AM. A ceremony at Riverside Cemetery will follow the procession. The approximate start time for the ceremony is 10:30 AM and is expected to last thirty to forty minutes. Prior to the procession the Memorial Day ceremonies are planned to start at 8:00 AM at Riverside Park with a thirty minute ceremony to honor those men and women who lost their lives at sea. This ceremony and the ceremony at Riverside Cemetery would have a Marine Corps League Firing Detail to render honors. If our request is approved we will notify the Fire Chief of the procession and we ask that you notify the Chief of Police and the Sheriff's Department to barricade the necessary streets. The Police Auxiliary has assisted barricading streets in the past. We also ask that necessary authorities be notified of the Marine Corps League Firing Detail at Riverside Park and Riverside Cemetery. As in the past we will also have need of a portable toilet at Riverside Cemetery. We ask for some help insuring the safety of the participants, same as last year. Start time is 10:00 am on Saturday June 12. The 3.1 mile Race Route is as follows: Kick off at Leach Amphitheater, East on Ceape Ave., South on Broad St., East on Bayshore Dr., North on Lake St., West on Ceape Ave., North on Rosalia St., East on Washington Ave., North on Linde St., West on Merritt Ave., South on Bowen St., Southwest on Mill St., West on Ceape Ave., and South on Broad St. ending at the CP offices. (map attached) Secondly, we ask permission for our Celtic -breed dogs at the event as was allowed in 2009. As part of the Cultural activities we feature "Celtic Canines ", dog breeds specific to Ireland, such as Irish Wolfhounds, Irish Setters, Wheaton Terriers, etc. We are not opening this up to all dogs. In fact, any dog allowed in the park must be approved and registered through the invited canine groups; exception for assistance dogs. Third, we are again requesting use of the entire Riverside Park and the two adjacent parking lots. Our expectation is as many as 10,000 guests throughout the weekend. We need to have parking areas reserved for our performers and vendors and we would like to dedicate parking areas solely to those attending the festival. As for the park, we will have multiple tents erected alongside the river. We are working with Parks Director Mauer to fence in our activities and tents for security and crowd control. We also have a group coming up from Milwaukee demonstrating Irish currach boats and conducting a mini regatta on the river. We need to ensure nothing else is planned in these areas for that weekend. Finally, we are requesting permits and licenses. We are applying through the various agencies or departments for these, but just so you are aware, we are requesting a temporary Class B alcohol license, a temporary restaurant license, and approval of a fireworks show for both Friday and Saturday nights. The tour is now in its second year, and was a great success last summer. If we are selected to participate they will pair 9 of our local chefs with 9 market vendors, and the chefs will prepare market - inspired tastings using their partner vendor's ingredients to share with market shoppers for a day. Also, as part of the event, a $5,000 financial donation will be made to the Oshkosh Saturday Farmers Market. We view this as a wonderful advertising opportunity for the Market and the City of Oshkosh. We got verbal permission from the City Attorney's Office to pursue having the tour come to Downtown Oshkosh. We are hereby requesting permission 1 9 utilize the small parking lot to the east of the City Hall parking lot on Saturday, 414 (and possibly Friday, 13 for set- up) if we are chosen to host the event. The Tour carries the appropriate insurance and will provide copies to the City Clerk's Office. They also provide tents, which could possibly require anchoring holes in the blacktop parking lot. On this day, weather permitting, we are planning on blasting off fireworks at 9:00 p.m. The fireworks will be going off for about 15 minutes, so from about 9:00 p.m. -9:15 p.m. We hired Spielbauer fireworks to put on this display and they are working with the Oshkosh fire department to obtain the city permit. We would like to request permission to use the trail to launch our fireworks. We will need no further left on the trail, than behind parking lot 5a and if you take half of the student recreation center and draw a line to the river, this will create our right most point. We will be blowing off the fireworks in a small portion of this area, but the requested area needs to be this large because the regulation fall out area is needed for the fireworks. I have included the insurance certificate and as we discussed, it has the University and also the City of Oshkosh listed as additionally insured.
