TUESDAY'S ORGANIZATIONAL MEETING
1.: I am enclosing the Agenda for the

Organizational Meeting of the City Council next Tuesday, April 20, at 12:00 noon. City Clerk
Pam Ubrig will conduct the swearing in ceremony at that time in the Council Chambers. This
formal Council Meeting is really two Council Meetings. The old Council first meets and adjourns
sine die. The new Council Members are then seated and the new Council will elect the Deputy
Mayor. Included on the back of the Agenda are the Common Council Rules of Order. If you have
any questions concerning this meeting, please contact City Clerk Ubrig.
TRAIL CLOSED IN MENOMINEE PARK
2.: Due to the construction of the new storm water
pump station in Menominee Park, part of the trail in Menominee Park is not in service at this time.
The contractor needs to install a 4' tall x 12' wide storm sewer into Lake Winnebago and he also
needs to install sheet piling to protect the building foundation construction (approximately 30'
th
deep). Because of this intensive construction, the trail needs to be closed until June 11. A detour
will be established along Hazel Street and Menominee Drive. When construction of this project
began, the contractor closed the trail prior to installing detour signs. It is anticipated that the
signage for the trail detour will be installed very soon.
MUNICIPAL OFFICIALS WORKSHOPS
3.: Please find enclosed a notice from the League of
Wisconsin Municipalities concerning a one-day workshop for new city and village officials. As
the notice states, this workshop provides a basic course on local government for officials who
assumed office this spring and other city officials who wish to brush up on their knowledge of

local government. I encourage anyone interested to attend the May 7 workshop in Kimberly.
Please contact Jackie and she will register you. The city will incur any expenses that are
associated with this workshop.
US 41 STAKEHOLDER COMMITTEE MEETING
4.: Please find enclosed a notice from the
Wisconsin Department of Transportation regarding a Highway 41 Community Stakeholder
th
Committee meeting to be held on Thursday, April 29, at the Winnebago County Construction
Field Office at 2905 Universal Street here in Oshkosh. The meeting begins at 6:00 p.m. I
encourage any and all Council Members to attend this meeting, which gives you the opportunity to
learn about the US 41 corridor expansion project, which is scheduled to run into 2014. Again, if
you are interested in attending, please let Jackie know and she will register you.

OSHKOSH HISTORY WEEK
5.: I am enclosing a brochure from the Oshkosh Public Library and

Oshkosh Seniors Center, touting Oshkosh History Week, which runs from April 19 through April
th
24. As you can see from the brochure, there are many activities planned for the week at the
Public Library, Public Museum, Oshkosh Seniors Center, and Morgan House.
DEPARTMENTAL REPORTS & UPDATES
6.: Other items I'm enclosing with today's
Newsletter include two publications from the Wisconsin Taxpayers Alliance. The first is their The
Wisconsin Taxpayer magazine, which features an article on the unemployment reserve fund. The
second is their FOCUS newsletter, which talks about state tax refunds. Insofar as minutes are

concerned, I'm enclosing the following: The minutes of the April 6 Plan Commission meeting;
th
the minutes of the March 4 Museum Board meeting; the meeting notice, agenda and background
stth
material for the April 21 Transit Advisory Board meeting; and the minutes of the March 15
Housing Authority meeting. The last item I'm enclosing is a memo from Museum Director Brad
Larson to the Museum Board, updating them on the Museum's activities over the past week.

UPCOMING MEETINGS
7.: Meetings I have scheduled for the week of April 19 include: On
Monday, at 2:30 p.m., Community Development Director Allen Davis and I are meeting with the
owners of City Center to talk to them about an issue of mutual concern. On Tuesday, at 12:00
noon, we have the Council Organizational Meeting in Room 406. At 1:00 p.m. on Tuesday,
Seniors Center Services Director Mark Ziemer and I will be meeting with county officials to
further our discussions regarding a possible merger of the city and county health departments. On
Thursday, at 11:00 p.m., I will take a tour of the Grand Opera House to view its progress. If you
have any questions concerning any of these meetings, please contact me.
