HomeMy WebLinkAbout10-121MARCH 23, 2010 APRIL 13, 2010 10 -97 10 -121 ORDINANCE FIRSTREADING SECOND READING (CARRIED 7 -0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVAL OF CHANGES IN SHORT -TERM PARKING IN THE 400 BLOCK WEST AND WASHINGTON AVENUE MUNICIPAL PARKING LOTS INITIATED BY: PARKING UTILITY COMMISSION A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTIONS 27- 23(A -11) AND 27 -48 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS AND PERMIT PARKING AREAS. The Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Section 27- 23(A -11) of the Oshkosh Municipal Code pertaining to parking regulations on designated streets and alleys is hereby amended as follows A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS NORTH MAIN STREET /400 BLOCK WEST PARKING LOT Remove Therefrom 90- minute parking, all stalls except the perimeter stalls bordering Church Avenue, the east row loading zone, the seven (7) stalls on the northern side of the third east/west driving aisle south of Church Avenue, the five (5) stalls in the southeast corner facing towards Main Street, the twelve (12) southernmost stalls in the far west north /south row located adjacent to Algoma Boulevard, and the stalls on the perimeter of the lot bordering Division Street and Algoma Boulevard, between the hours of 9:00 a.m. and 6:00 p.m. daily except on Sundays and holidays. WASHINGTON AVENUE PARKING LOT Remove Therefrom 90- minute, between the hours of 9:00 a.m. and 6:00 p.m. daily, except on Sundays and holidays, except for the seven easternmost stalls in the southern row. Add Thereto 90- minute parking, between the hours of 9:00 a.m. and 6:00 p.m. daily, except on Sundays and holidays, except for the five easternmost stalls in the southern row. SECTION 2. That Section 27 -48 of the Oshkosh Municipal Code pertaining to permit parking is hereby amended as follows: (A) City -Owned Parking Lots Remove Therefrom (10) Washington Avenue Parking Lot, the five stalls in the southern row, from the third easternmost stall to the seventh easternmost stall. Add Thereto (10) Washington Avenue Parking Lot, the five easternmost stalls in the southern row. SECTION 3. This ordinance shall be in full force and effect from and after its passage, publication and placement of the appropriate signage. SECTION 4. Publication Notice. Please take notice that the City of Oshkosh enacted ordinance #10 -121 (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTIONS 27- 23(A -11) AND 27 -48 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS AND PERMIT PARKING AREAS), on April 13, 2010. The ordinance changes 90- minute parking to 2 -hour parking in the 400 Block West municipal parking lot, and moves the permit parking spaces in the Washington Avenue municipal parking lot. City of Oshkosh - Transportation 926 Dempsey Trail, Oshkosh, WI )artment 54902 MEMORANDUM TO: Mark Rohloff, City Manager FROM: Christopher Strong, P.E., Director of Transportation ( 0 OHKOH ON THE WATER 20)232 -5343 fax DATE: March 17, 2010 RE: EXPLANATION OF CHANGES IN SHORT -TERM PARKING IN THE 400 BLOCK WEST AND WASHINGTON AVENUE MUNICIPAL PARKING LOTS Section 1: Section 27- 23(A -11) Parking Regulations on Designated Streets and Alleys and Section 2: Section 27 -48 Permit Parking Areas NORTH MAIN STREET /400 BLOCK WEST PARKING LOT This is a citizen request. The requestor owns a salon on the west side of Main Street; she has indicated that her customers normally park behind her business in the 400 Block West lot. She says that the duration of free parking (90 minutes) in the lot does not work well with her customers. She notes that the 400 Block East lot, which provides customer parking for some salons, now has 2 -hour free parking. The Parking Utility's general philosophy has been to reserve the more valuable spaces in a parking lot (those closest to the desired destination) for free, short-term use, to encourage higher turnover. More distant spaces are intended to have less frequent turnover, but have a price charged to reflect the relative attractiveness of those spaces. Beyond that, people can eventually find free, all -day parking if they are willing to walk far enough. In this case, there is free, 4 -hour on- street parking available on Division Street, bordering the 400 Block West lot on the western edge. The 2008 parking utilization study showed that the usage of these spaces was around 38 percent, which is well below the 85 percent level associated with parking being used to capacity. Generally, the Parking Utility has sought to establish 90- minute free parking in municipal lots. This is true in the Algoma, Grand, Library, Otter, Otter East, Pearl, Washington Avenue, and now State Street lots. However, there are some exceptions. For example, the Division Street lot's free parking has a 2 -hour duration. In October 2009, the Commission supported to extend the long - standing 90- minute free parking limit in the 400 Block East lot to 2 hours; this was approved by the Common Council in November 2009. The 8th Avenue and 91h Avenue lots, off of Oregon Street, have 2 -hour free parking. City of Oshkosh — Department of Transportation Extending free parking can be more accommodating to customers, but it can also have unintended consequences. If the duration of free parking is long enough, it may allow or encourage the use of those spaces by employees, which has the result of putting customers farther away from businesses. If implemented, this request should not have any adverse effects on lot utilization. The 2008 utilization study showed 51 percent of utilization of the permit spaces and 25 percent utilization of short-term spaces. One additional consideration is that this year's reconstruction of Main Street will result in the short-term loss of numerous 2 -hour parking spaces, of which utilization levels for the spaces on the west side of the 400 Block were around 60 percent. It may be that some of those spaces were used by customers who would not be adequately served by 90 minute parking. I don't believe that the salon would require all of the spaces in the lot to be converted to 2 -hour parking. However, having some spaces of each designation could prove confusing. It would be easier for the public to understand if all the free parking spaces in the lot were converted to 2- hour free parking, or if they were left with the current 90- minute limit.
