HomeMy WebLinkAbout10-114APRIL 13, 2010 10 -114 RESOLUTION (CARRIED 7 -0 LOST LAID OVER WITHDRAWN ) PURPOSE: AWARD BID FOR SANITATION TRUCKS TO: A) PACKER CITY INTERNATIONAL FOR TANDEM AXLE TRUCK CHASSIS / $183,920.00 B) McNEILUS TRUCK & MFG FOR REAR LOADING VEHICLES / $113,146.00 INITIATED BY: PURCHASING DIVISION WHEREAS, the City of Oshkosh has heretofore advertised for bids for two (2) tandem axle truck chassis and two (2) rear loading collection vehicles for the Sanitation Division; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: A) Two (2) Tandem Axle Truck Chassis: PACKER CITY INTERNATIONAL 4249 W. Converters Dr. Appleton, WI 54913 Net Bid w /Trade: 2011 Int'I 7400 SBA 6X4 $183,920.00 B) Two (2) Rear Loading Collection Vehicles: McNeilus Truck & Mfg 19 Airport Drive North Dodge Center, MN 55927 Bid — NcNeilus 2511 $113,146.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Box 1130 Oshkosh, Wisconsin 549903 -13 -1130 City of Oshkosh —0— 130 OIHKOlH TO: Honorable Mayor and Members of the Common Council FROM: Jon Urben, General Services Director DATE: April 1, 2010 RE: Sanitation Trucks BACKGROUND The Sanitation Division needs to replace two of their Sanitation trucks. The first unit is a 1999 Sterling with 81,600 miles. Maintenance records indicate this unit has required more maintenance /repairs in recent years as the cost of operating the unit went from an average lifetime maintenance cost of 59 cents /mile to $3.32 cents /mile in 2009. The second unit is a 2000 International with 74,000 miles. Maintenance records have also increased for this unit, going from 68 cents /mile in 2008 to $1.46 /mile in 2009. Both new units will include the truck chassis, rear loader and warranty coverage. Council approved and allocated $370,000 for two sanitation trucks in the Sanitation Division's 2010 operating budget. ANALYSIS Working in conjunction with the Street Division, Purchasing reviewed and prepared proposals seeking vendors for this unit. The bids were advertised in the local paper and posted online on NovusVendor. Bids were received on March 18, 2010. The bid tabs are attached. Working with the Street Division, Purchasing reviewed the bids and concluded the low bid from Packer City International met the chassis bid specifications and the low bid from McNeilus Truck & Manufacturing met the rear loader bid specifications. FISCAL IMPACT Including the chassis and rear loaders these two units will have a total fiscal impact of $297,066. This item was budgeted in the Sanitation Division's 2010 operating budget at $370,000. Funding for this item would be charged to the Sanitation Division operating budget account: 100 -0470- 7210- 00000. RECOMMENDATION Purchasing recommends the Common Council award the bid for two truck chassis to Packer City International for $183,920 and award the bid for two rear loaders to McNeilus Truck and Manufacturing for $113,146.
