3:00 p.m. to 9:00 p.m., for their National Night Out event, in accordance with the attached
letter of request.
SILVER STAR TRIATHLON
Approval to the Oshkosh Seniors Center and Recreation Department to utilize Campbell Road,
Taft Avenue, Bauman Street, Van Buren Avenue, Josslyn Street, Fillmore Avenue, Sawyer
Street, Buchanan Avenue, Witzel Avenue, and Southland Avenue on Friday, May 7, 2010,
from 9:00 a.m. to 12:00 p.m., for their 2K and 5K Silver Star Triathlon run/walk event, in
accordance with the attached map and letter of request.
WEDNESDAY FARMERS MARKET
Approval to the Downtown BID to utilize Opera House Square and facilities (Riverside Park as
an alternative site) every Wednesday, from June 16 through October 13, 2010, from 8:00 a.m.
to 1:30 p.m., for their Wednesday Farmers Market, in accordance with the attached letter of
request.
OSHKOSH HALF MARATHON
Approval to Midwest Sports Events to utilize city streets and facilities on Saturday and Sunday,
April 17 and 18, 2010, from 7:00 a.m. to 12:00 noon, for the Oshkosh Half Marathon event, in
accordance with the attached map and letter of request.
BLOCK PARTY
Approval to the residents of Evans Street to close Evans Street, from Nevada Avenue to Custer
Avenue, on Saturday, August 14, 2010, from 12:00 p.m. to 10:00 p.m., for their neighborhood
block party, in accordance with their recently submitted Block Party Request Form.
OUTBOARD MOTOR RACES
Approval to the Badger State Outboard Association to utilize Millers Bay, Menominee Park
and facilities on Saturday and Sunday, September 4 and 5, 2010, from 11:30 a.m. to 7:00 p.m.,
for their Outboard Motor Races, in accordance with the attached letter of request.
SHELTER TREK
Approval to the Oshkosh Area Humane Society to utilize Menominee Park and facilities, and to
allow dogs in Menominee Park, on Saturday, September 11, 2010, from 8:00 a.m. to 1:00 p.m.,
for their annual Shelter Trek event, in accordance with the attached letter of request.

Re: 2010 Oshkosh National Night Out Event Request
This request is being submitted for approval to hold a special event known as the 4 annual
2010 Oshkosh National Night Out on Tuesday, August 3, 2010 at South Park. The event
will be held from 4:00pm- 8:00pm. Set -up will be taking place in the park throughout that
day.
The use of South Park and its facilities has been reserved through the Parks Department
office.
This event will require the closure of Georgia Street, between South Park Avenue and 11
Avenue 3:00pm- 8:00pm. Georgia Street is used for the display of Fire Department vehicles
and educational displays. Street closure also provides an increased level of safety for
pedestrians during the time of the event. The road through the Park will also be closed
3:00pm- 9:00pm.
Oshkosh will join over 14,000 other communities in North America who will hold a similar
event on August 3. The goals of this free event are:
• To involve citizens in building a safe community by providing an opportunity to learn
more about local fire and law enforcement;
• To increase crime prevention awareness;
• To celebrate neighborhoods and community;
• To provide an opportunity for citizens to learn about the array of community -based
services and programs available to them, and
• To provide a safe, alcohol -free event to the community.

Recreation Department, has requested to use the following two -mile route for a run/walk event
for the Silver Star Triathlon on Friday, May 7, 2010 from 10:00 -11:00 a.m.:
• Route begins at the Oshkosh Seniors Center North Facility (Annex)
• Route turns RIGHT on Campbell Road to Taft Avenue
• Route then turns LEFT on Taft Avenue to Bauman Street
• Turn RIGHT on Bauman Street to Van Buren Avenue
• Then LEFT on Van Buren Avenue to Josslyn Street
• Again LEFT on Josslyn Street to Taft Avenue

I would like to make a formal request, on behalf of the Downtown Oshkosh Business Improvement
District (BID) Farmers Market, to use Opera House Square Park from 8:00 AM to 1:30 PM every
Wednesday from June 16 until October 13 2010.
would also like to request the use of Riverside Park as an alternative site for the Farmers Market, in
the event that noise and dust from the Main Street construction interferes. The decision as to which
park will host the Farmers Market will be made as construction progresses and before the event
begins.
The Wednesday Farmers Market will be held in coordination with the Live at Lunch concert series.
This is the second year the BID will manage the Wednesday Farmers Market. We hope to keep this
event in the heart of our downtown and grow from year to year. Please refer any questions or

Dear Mark,
We are pleased to have begun planning for the Oshkosh Half Marathon & 5K, scheduled for Sunday,
April 18, 2010. The Oshkosh Half Marathon & 5K Run's mission is to service the Oshkosh community
at large. The event begins at 7:30 a.m. and will conclude at noon. We are working again with CR Meyer
to raise money for local charities such as the Boys and Girls Club, Christine Ann Center and the Oshkosh
Humane Society. Over the past 3 years we have raised over $48,000 for these charities.
This event is very much focused on the Oshkosh community at large and will promote local businesses
and create healthy image enhancement for Oshkosh. Again this year we will incorporate the Wiowash
Trail into our Half Marathon race. We are excited to promote the trail which now connects to the
Wisconsin Avenue Bridge.
We will use the Leach Amphitheatre as a staging ground. We have picked this location to show that this
venue can be used for more than concerts and shows. The races will finish at the venue. The Half
Marathon will start at the intersection of Pearl and Commerce and the 5K will start on the eastside of
Pearl & Jackson.
Our philosophy is to welcome people of all ages and abilities as we are offering 3 different events; the
Half Marathon, 5K & Kids' Run while creating an economic impact for Oshkosh. Here is a weekend

To date, we have secured a new route by working with Sergeant Matt Kroening and Officer Matt Harris
from the Oshkosh Police Department. We have driven the route numerous times with him to create an
interesting and safe course. We are working with the Oshkosh Police Department like we have in the past
to place barricades and cones along the event course. Our staff does this work the day of the event.
Enclosed you will find the course map and we will create a spreadsheet with the Oshkosh Police and
Public Works department to determine the control needed for the event, i.e. barricades, Police, volunteers,
and cones at the different intersections. We also send flyers to the homes that are along the course to
inform the area residents about the event.

Sand Protocol
• Each band will be placed either in a resident's yard boulevard or in the parking lot of a
business.
• None of the bands will be in the street.
• All residents and business where a band will be playing have been contacted and given us
the okay to use their property and electric outlets when necessary.
• Six of the ten bands selected will need to use electrical power.

BLOCK PARTY REQUEST FORM FOR STREET CLOSURE
The purpose of a BLOCK PARTY is to' provide social interaction among block
residents in order to strengthen a neighborhood. Closing of a street for such a
party should not adversely impact any of the street's residents. The timeframe
for the street closure should fall sometime between 9:00 a.m. and 10:00 p.m.,
must be affirmed by the Oshkosh Common Council, and be based upon a
recommendation from the City Manager. This form should be filled out
completely and returned to the City Manager's Office in time for appropriate
action by the City Council.

Proposal for Oshkosh Regatta 2010
Badger State Outboard Association (BSOA) proposes a two -day event of outboard motorboat
races at Oshkosh, WI (Miller's Bay) on September 4 and 5 2010.The event is sanctioned by
APBA (American Power Boat Association) and shall consist of various classes and divisions of
outboard race boats.
The two -day event will include testing of race boats from 11:30 am to 12:00 pm with racing
starting after 12:00 pm until finished no later than 7:00pm.
BADGER STATE SHALL BE RESPONSIBLE AS FOLLOWS:
1. To conduct the races and handle all race related duties, such as:
A. Secure APBA Sanction and Insurance Liability coverage
B. Selection of Officials
C. Setting out and removing the course (buoys)
D. All race equipment, such as buoys, anchors, rope, scales, flags, timing equipment,
starting clock, communication radios, etc
E. Handle all race entry income and disperse all expense and award monies.
2. A minimum of three (3) patrol and safety boats. BSOA will arrange for divers if required.
3. Erect a suitable judge's stand and inspection area. Only authorized personnel by the Race
Director or Referee is allowed.
4. Erecting a suitable P.A. system for race announcing and local advertisements.
5. Race event schedule - race schedule will be determined by the race committee after all entries
are in. The water will be opened periodically for traffic if required. BSOA reserves right to
cancel regatta if in the judgement of race officials, weather or water conditions are prohibitive.
6. Coast Guard - BSOA will make the necessary arrangements with the
Coast Guard on Federal waters.
7. Arrangements for ambulance to be at race by 11:30 am each morning and it is expected to be
on site until 7:00 pm, if necessary (unless local sponsor agrees to secure ambulance services).
The ambulance is not to be on call for non -boat race usage and a second ambulance is to be
available on 15 minutes notice if the first ambulance must leave with an injured driver.
8. BSOA is currently planning to provide food and beverage concessions. The organization may
contract these services through local nonprofit community organizations. BSOA will work with
Park Department to ensure all regulatory requirements are met for sale of food and alcoholic
beverages.
9. BSOA may work with a local nonprofit community organization to provide live musical
entertainment after the races.
PARK DEPARTMENT WILL BE RESPONSIBLE AS FOLLOWS:
1. BSOA will work with Park Department to secure all necessary park, river/lake, ramp etc.
permits to allow event to happen.
2. Provide sufficient space to permit drivers to launch their boats and adjust their motors,
including the race site.
3. Provide sufficient space for Judges Stand (approx. 120 sq ft ) and inspection at waters edge
(approx. 40 sq ft)
4. Provide sufficient space for overnight accommodations for motorhomes, vans, cars and
tenting.
5. Provide sufficient rest room facilities for spectator convenience.
6. Provide barricades for use of traffic control.

Dear Mr. Maurer:
The Oshkosh Area Humane Society would like to request the use
of the north end of Menominee Park for their 17 annual dog walk,
Shelter Trek, scheduled for Saturday, September 11, 2010 from
8:00 a.m. to 1:00 p.m. We expect approximately 350 area
residents to participate in this fun, family, fund raising event. Shelter
Trek is a major fund raising event for OAHS. In 2009, Shelter Trek
Goes Howlywood raised $23,000 to help support OAHS programs
and services.
OAHS is aware of the ordinance prohibiting dogs in our city parks;
however, as was allowed in previous years, we are requesting a
special permission for this event.
Our tentative plan is to erect 3, 20'x20' tents north of the soccer
field as we have in the past. OAHS is also requesting use of a few
park benches and garbage barrels, all of which will be returned at
the end of our use to the appropriate area.
Attached is a copy of our dog requirements. As you will notice, our
policies state pets must be current on vaccinations, licensed,
leashed and under control at all times. Also, owners must clean up
after their pets and we do provide bags. Volunteers walk the path
ensuring these policies are followed. In the 16 years of conducting
this event, we never once had someone disregard our policies.
