MARCH FOR BABIES Approval to the March of Dimes to utilize Westhaven Drive, 9 th Avenue, Oakwood Road, and Havenwood Drive on Saturday, April 17, 2010, from 9:00 a.m. to 10:00 a.m., for their March for Babies event, in accordance with the attached map and letter of request. AURORA 5K WALK /RUN FOR CANCER Approval to the Aurora Health Foundation to utilize North Westhaven Drive, West 9 th Avenue, South Oakwood Road and Havenwood Drive on Sunday, June 13, 2010, from 8:00 a.m. to 10:00 a.m., for their 5K Walk/Run for Cancer, in accordance with the attached map and letter of request. Rain or Shine, the walk registration will begin at 8:00 a.m. and the walk will begin at 9:00 a.m. Festivities will take place before and after the walk, and will include food, refreshments, warm -up activities, and entertainment along the route. Walkers of all ages are encouraged to participate. Our route is 3 miles, if walkers wish they can walk the same route twice to participate in the 6 mile course. The Start /Finish Location for the walk is located at Aurora Hospital, 855 N. Westhaven Dr. Oshkosh, WI. Attached is a description of the route and map. The March of Dimes March for Babies event is a walk designed to raise funds and awareness about the March of Dimes and its mission to improve the health of babies by preventing birth defects, premature birth and infant mortally. The March of Dimes is a national voluntary health agency founded in 1938. The March of Dimes funds programs of research, community services, education, and advocacy. In their 1991 essay, "Becoming an Ally," J. Washington and N.J. Evens define "ally" as "a person who is a member of the dominant or majority group who works to end oppression in his or her private and professional life through support of, and as an advocate for the oppressed population." We would like to see the day culminate in an Ally March through the streets of Oshkosh. We are writing today to ask for your support and for your permission to walk in solidarity through the community of Oshkosh. We are planning a noon talk by PFLAG (Parents and Friends of Lesbians and Gays) president Joe Wiedenmeier, a 5:00 rally, and a 6:30 march. The rally would be held on the University campus, and the march would start there and end at Opera House Square, where we will do a short ceremony and disperse from there. On behalf of the University of Wisconsin Oshkosh LGBTQ Center, I hereby ask permission to have a ceremony at Opera House Square and request temporary closure of the following city street spans on Wednesday, April 14 2010, from approximately 6:30 p.m. to 7:15 p.m. for our Ally March/Rally: • High Ave. from Osceola St. east to Division Street. • Division from High Ave. to Algoma Blvd. • Algoma Blvd. from Division St. to Main St. at Peace Park.. • Main St. at the intersection of Algoma Blvd. I've included a map to further describe the march route's street use and flow. We are planning a 5K run /walk with all proceeds going towards the Oshkosh Area United Way. The run /walk will be held on Saturday, May 8th- starting at 10:OOam. The event should take no longer than two hours. I am expecting about one hundred people to attend, however, we will not put a cap registration. I need your approval for the route. We are requesting permission to use the city streets surrounding the Aurora Medical Center Campus from 8:15 — 9:30 on June 13. These streets will include North Westhaven Drive, West 9"' Ave., South Oakwood Road and Havenwood Dr. Please see the enclosed map of the proposed route. There will be 2 course marshals stationed every `/z mile on the course to ensure the crowd is away from any traffic and emergency vehicles that may need to get through. Closing of a street for such a party should not adversely impact any of the street's residents. The timeframe for the street closure should fall sometime between 9:00 a.m. and 10:00 p.m., must be affirmed by the Oshkosh Common Council, and be based upon a recommendation from the City Manager. I also would like to request the use of Riverside Park as an alternative for Live at Lunch, in the event that noise and dust of Main Street construction interferes significantly with the concert series. The decision as to which park will host Live at Lunch will be made as construction progresses and before the series begins. We will notify the City of our decision in advance of the start of the series. The event, as proposed, will run every Wednesday from June 16, 2010, through August 25, 2010. The concerts will be held from noon to 1 p.m. However, the parks are requested on the aforementioned dates from 10 a.m. to 3 p.m. for setup and tear -down functions. In the case of Opera House Square, I request permission to close Market Street from High Avenue to Algoma Boulevard every Wednesday between June 16 and August 25 from 10 a.m. to 3 p.m. In the case of Riverside Park, I also request use of the adjacent parking lot for use by our guests, subject to coordination with the Oshkosh Convention & Visitors Bureau. Live at Lunch attendance grew 50 percent in 2009, compared to the previous year, and we expect even more growth as this wonderful downtown tradition continues.
